In 18th conference of the Party, the government made the implementation of major deployment strategy of innovation driven development, emphasized that innovation must be placed in the core position of the overall national developmentThe comprehensive strength of a country is greatly determined by the innovation ability of the country.The development of innovation depends on talents, talent training depends on education. It is not only the demand of the society but also the inevitable requirement of the new curriculum reform to improve the scientific research innovation ability of the teachers of information technology, who works to cultivate the students’ information literacy, creative spirit and cooperation inquiry ability. Meanwhile, it is the purpose of the information technology education and the teachers and the channel for the teachers to improve themselves. So it is of great significance to do the research on the information technology teacher’s innovation ability.In this research, firstly, the author analyzes the relevant literature about the teachers’ research and innovation capacity factors with the method of literature analysis to tease out the factors that influence the research and innovation ability of the teachers of information technology in primary and secondary schools. Combined with interviews of 15 open-ended interviews with teachers, the author completes the influencing factors, finally identifying 6 factors that influence the research and innovation ability of the teachers of information technology in primary and secondary schools, as follows, intelligence, professional knowledge and ability, scientific knowledge and ability, emotion will, cognitive style, research awareness and interest motivation.Secondly, according to the knowledge of discrete mathematics and graph theory, the author calculates the adjacency matrix and reach-ability matrix, analyzes the hierarchical relationship among the 6 factors, builds the hierarchical structure model of the factors that influence the research and innovation ability of the teachers of information technology in primary and secondary schools with the method of interpretative structural modeling. Then, the author designs the questionnaire, analyzes the influencing factors between the layers quantitatively with the theory of structural equation model, reaching out the relationship structure diagram of the factors.Based on the factors model, the author proposed the strategies to improve the research and innovation ability of the teachers from primary and secondary schools from the four aspects, interest motivation,emotion wills, knowledge structures and thinking. To effectively enhance teachers’ ability of research and innovation, the author builds the network platform and designs the activities under the guidance of the strategies.The conclusion of the research is as follows,(1)Due to ISM and SEM, the author finally reaches out the structure model of the factors that influence the research and innovation ability of the teachers of information technology in primary and secondary schools, from which, the conclusion can be drawn that the factor emotion wills is the radical factor that influence the research and innovation ability of the teachers, it has direct influence on intelligence,cognitive style and interest motivation and professional knowledge and ability, as well as scientific knowledge and ability directly influence the science and research innovation ability of the teachers. Seen from the breadth of the factors that influence science and research innovation ability, the factor cognitive style is the key factor that affect the teacher’s science research and innovation ability, it has direct influence on intelligence, interest motivation, professional knowledge and scientific knowledge. In addition, the professional knowledge and scientific knowledge influences each other, interest motivation has no significant positive effect on scientific knowledge.(2)Due to the model, the author proposes in the research that in the aspect of interest of motivation,communication is mainly used to enhance teachers’ achievement motivation,in the aspect of emotion wills, teachers will do self training from the ethics of teaching, teaching practice and psychological inertia, in the aspect of knowledge and skills, the author constructs the network platform to cultivate the science and research innovation ability of the teachers, in the aspect of thinking, brainstorm and information mind map are used to cultivate the teachers’ divergent thinking and logical thinking.(3)Due to the strategies,the Moodle platform is built to improve the teachers’ science and research innovation ability, the learning resources are uploaded, activities are organized for learning. After periodical investigation, this platform can basically meet the needs of teachers on scientific research, resources and activities can cultivate teachers’ ability of innovation from curiosity, imagination, adventure and challenge.
