Research On The Subsidy To The Impoverished Students In Huaihai Institute Of Technology

Subsidization for impoverished students is a systematic project of higher education.It plays an important role in colleges and university student affairs,which involves not only students' equal access to education,but the quality of talent training,employment rate and social stability.After years of efforts,China has basically issued and adopted a variety of financing policies and methods for higher education students,including national scholarships,national student loans,tuition compensatory and loan compensatory,school-level scholarship,part-time work,poverty subsidy,meal subsidy,tuition remission,"green channe",etc,.In combination with its own situation,Huaihai Institute of Technology(HHIT)has established a financial aid system and supporting measures for poverty-stricken students,and set up a student financial aid management center to support students in need.This paper takes the work of poor students at HHIT as the research object.Approaches adopted in the study include questionnaire,interview and literature analysis.With theoretical support from education fairness,education cost sharing and public goods,the paper analyzes poor students at HHIT from different aspects covering their funded status,achievements and problems.Through questionnaire survey and data comparison,problems hidden in the subsidization work of poor students at HHIT are uncovered.After analyzing the causes behind these problems,a possible solution and optimized countermeasures are suggested from the perspective of both educators and students.At the same time,in order to improve poor students' financing work in HHIT,the paper introduces the advanced experience from University of California,Berkeley,the University of Nottingham,Ritsumeikan University and presents the characteristics of the same work in East China University of Science and Technology,Huazhong University of Science and Technology and the Huaiyin Institute of Technology.An inspiration from these universities is that a better optimized scheme for the HHIT funding of poor students is strongly recommended.First,we should innovate the concept of financing for poor students,and raise the level of financial aid for poor students by raising the awareness of supporting education,setting up the diversified participation ideas,and attaching great importance to the financing of poverty-stricken students.Second,we should strengthen the participation of the funding for poor students by focusing on the construction of multi-agent platform.We should intensity the construction of the platform from the three aspects of organization,systematization and information,clarifying the responsibilities of the government,banks,universities,social groups and the impoverished individuals,pushing the integration of multi-leveled resources,and pooled efforts to jointly improve the poor students' financing work.Third,we should expand the channels of financing funds for poor students and increase the investment of funds from the universities,banks and other social groups.Fourth,we should improve the supervision mechanism for poor students' financing so as to secure a fair premise for the whole process of poverty-stricken students.Therefore,only a persistent effort in the improvement of the poor students' funding assessment mechanism,the establishment of the funding work assessment and advancement of the financial supervision mechanism can ensure the implementation of the funding work standard and promote the development of the function of the funding work.
