Fair testing is known as one of essential safeguards of equitable education. However, manydefects exist in the present education testing administration system in the rights, procedures,norms, rights protection and other aspects, which leads to the lacking of effective measures ineducation departments to deal with fraudulent behavior, breaching of confidence andmalfeasance. We need to improve the education testing environment by legislation to guaranteecitizens’ equal rights of participating in national education examinations and safeguard nationalauthority.But state testing legislation is not sound concerning the coordination of relevant fields,sectors and regions. The legislation of national education testing fails to give consideration tolocal testing particularity, which makes relevant work hard to be implemented in time. However,reality calls for related testing legislation urgently. This paper proposes to promote testingadministration system through establishing local legislation of education testing. This thesis isdivided into four chapters:Chapter One gives a general introduction of testings in a severe violation of discipline bothat home and abroad and carried out characteristic analysis on the exposed managementproblems. It is proposed that we shall have a historical, comprehensive and profoundunderstanding of the causes and nature of testing malpractices and a clear social orientation ofeducation testing administration system research.Chapter Two dissects laws, regulations, regulatory documents and other materials related toeducation and testing, demonstrates loopholes and deficiencies in the current education testingadministration system, and states the author’s reflections on the development direction ofeducation testing administration system. With specifically practical and theoretical discussion,this chapter presents that the starting point of reform in education testingadministration system lies in legislation.Chapter Three lists the theoretical basis for the Educational Testing legislation,demonstrates testing legislative priorities, and with cases domestic legislative practice, reachesthe conclusion of the feasibility and practical significance of local educational testing legislationtaking one step ahead.On the theoretical basis of “local legislation on educational testsâ€, there are prospects ofreform on educational tests system in Chapter Four. We must standardize the management rights,specify the responsibilities and rights of all stakeholders, and publicize the work-flow of testmanagement; A system of combining test management with personnel management through legislation must be established to stimulate the administrative staff to exert attention on test rulesand regulations, and test managers to positively carry out tests. Legislation can also be adoptedto set up credit file system of educational tests for a better test environment. The self-restrictionsystem of school academic integrity must be created where the Campus Honour Codes can guidethe students for self-management and to cultivate their healthy personalities and moralities.Finally, after the carding ideas of the reform of education testing administration system, thearticle further states that the final progressive of education testing reform depends on theprogress of the construction of socialist material civilization and spiritual civilization. |
