In recent years, with the development of student evaluation and teacher evaluation, the principal evaluation become a hot topic in the field of education research in China. The principal evaluation started late in our country and the principal assessment standards is simple. Our country has not formulate unified principal evaluation standards. It also has some problems in selection and evaluation of outstanding principals.The United States is the earliest country to develop principal professional standards.Although the implementation of American principal evaluation standards accompanied by the sound of challenge, its positive impact has caused concern around the world: evaluation standards specified the abilities what the principal should have and guided the behavior of the principal. It effectively promoted the principal professional development. Taking Virginia as an example, this paper analyzes American principal evaluation standards and introduces the outstanding principal evaluation standard. The author is willing to provide a reference for our country.This article is divided into five parts, including introduction and four chapters. The introduction part introduces the origin of the American principal evaluation research, sorts the relevant literature review at home and abroad, defines the core concepts, and also establishes the research program in this paper. The first chapter is the background carding section, mainly introduces the development of the American principal evaluation, the evolution of the principal professional standards, as well as the relations between the principal professional standards and evaluation standards. The second chapter discusses the background of Virginia, introduces the American education reform’s influence on its principal evaluation, and sums up the empirical research foundation of the new principal evaluation standards in Virginia. The third chapter is the main part of the article, parsing the Virginia principal evaluation system mainly from four aspects: the principal evaluation index system, the principal evaluation source, the principal evaluation rank as well as the calculation method and the principal evaluation report as well as improvement plan. The fourth chapter summarizes the characteristics of the principal evaluation standards, explores the revelation that Virginia principal evaluation standards bring to our principal evaluation, combined with the problem of our country’s principal evaluation. Finally,the conclusion part discusses the differences that exist in the principal evaluation of China and the United States.
