Research On The Dilemma And Improvement Path Of Academic Committee In Colleges And Universities

The Academic Committee was first proposed in“Interim Regulation of National focus Universities(Pilot Draft)” which was promulgate in October 1978. After 40 years development, the Academic Committee is playing an important role in Academic Accreditation of Chinese Universities. In the process of establishing modern University System, we still facing these operational difficulties. Such as the status of Academic Committee is unclear, the functions of the organization is blurred, the elected mechanism of committee members is not democratic and too many members is come from University Administration, the internal Operational Mechanism of Academic Committee is lack of standards,etc. For this situation, in 1 March 2014 the Government published the policy document “The Procedures of Academic Committee in universities” which plays a guiding role for the work of Academic Committee. Since then the work of Academic Committee should respect the regulations.This article is based on it and used the Theory of Education Policy Studies to construct the suggested frame which can enhance operational effectiveness of Academic Committee. And the suggests include of the System itself, the internal System,the execution environment. This paper recommends that the Academic Committee should exert the collective wisdom of all members,enhance every staffs’ working honor and improve their capability of Academic Evaluation. Perfecting the monitoring system and completing the reward and punishment mechanism to supervise the daily work of Academic Committee,regulating the staffs’ daily working behavior to guarantee the effectiveness of Academic Committee’s work. At the same time we should take these measures such as promoting the university spirit of academic freedom, practicing the school autonomy of University, completing the supported laws and regulations. Through these way to construct the execution environment of Academic Committee.
