| In the field of higher education reform,the state and the government emphasize the need to build a modern university system with Chinese characteristics and improve the academic management system with professors as the core.From the perspective of colleges and universities,it is imperative to formulate the charter of the academic committee to ensure its reasonable operation is to improve the internal governance structure and improve the quality of education.The "Procedures of Academic Committees of Colleges and Universities" promulgated by China in 2014 is the first time the state has proposed construction requirements for academic committees in the form of administrative regulations,ensuring its status as the highest academic institution.Local undergraduate colleges have different characteristics such as school-running characteristics,academic level,and geographical differences.They have long shouldered the heavy responsibility of serving and cultivating talents for the region.Therefore,this study hopes to explore the academic committee system of local undergraduate colleges and its operational effects in a more comprehensive way,and summarize its characteristics.This study analyzes the texts of the academic committees of 10 local undergraduate colleges,and then obtains the institutional settings of the academic committees of local undergraduate colleges in terms of constitution structure,committee composition,committee election,composition,function setting and operation system..According to the analysis of the texts of the statutes,the academic committees of local undergraduate colleges lack the democratic system in the electoral system,the ambiguity of the functions,the simple operation system and the arbitrariness of the decision-making system.Secondly,this study conducts a case study of the S University Academic Committee,and explores the actual operational effects of its organization,process,function,and operation through interviews.Through the investigation of the actual implementation of the policy,the academic committees of local undergraduate colleges have two types of problems: the uncoordinated executives and the ineffective implementation of the system,including the inconsistency with other academic organizations and administrative departments,and lack of supervision.Mechanisms,imbalances in power operations,and the lack ofpractical problems for members to identify with common goals.Based on the relevant documents and theoretical basis of the government,this study starts from the standardization of the academic committees of the local undergraduate colleges,clarifies the executive body of the academic committees of local undergraduate colleges,and improves the executive power of the academic committees of local undergraduate colleges.Advising on the completion and development of academic committees of local undergraduate colleges. |
