Research On The Academic Committee System Of Chinese Universities

Article 42 of Higher Education Law, which was implemented from the New Year's Day of 1999, provides universities must set up the Academic Committee, which is the most important form of the academic power. But now it has many problems to be solved, hindering the development and progress of the universities and the community. Therefore, probing into the Academic Committee of Chinese universities, and understanding the inherent machanism have important significance.This thesis defines the Academic Committee system as"the collection of structure, function and operational mechanism". The three aspects are also the main content of the Academic Committee Constitution. This paper analyses the three aspects , history and concept of the Academic Committee of Chinese universities. Through using Internet search tools, I get some Academic Committee Charter and existing research literature.On the basis of studying history, structure, responsibilities, operational mechanism of the Academic Committee, the paper is to find their shortcomings and make recommendations aimed at improving the Academic Committee system. Through research, we can see that administrative staff occupy the majority of the Academic Council members. And the Academic Counci has no independent office, no oversight responsibilities, and runs more freely. On this basis, the author attempts to put forward some suggestions about the innovation and reform of Academic Committee system. Recommendations are as follows: Firstly, perfect composition of the Academic Committee, to make sure that administrative and academic management is relatively isolated; Secondly, Integrate institutions; Threely, Improve functions of the Academic Committee; Fourthly, Improve the operation of the Academic Committee.
