It has been nearly 60 years ever since the teacher's further education college in China worked as the specialized institution for teacher's on-the-job training, and contributed greatly for the development of fundamental education in different historical stages. But the problems existed in the teacher's further education college has been more and more obvious with the development of education because of the paradigm shift in the teacher's on-the-job training. As same as China's, teacher development center in Japan also experienced a difficult progress. But at present the teacher development center has gradually built the sophisticated system and training modes, and formed the unique characteristic based on the long-term exploration and integrated the Japanese society, especially the teacher's status quo for fundamental education, which sets a good example for us.The paper takes the National Center of Teachers'Development, especially the example of Tokyo Metropolitan School Personnel In Service Training Center as focus, together with related documents, to analyze in details the legal status, training structure, content, methods and quality guarantee, then to generalize and study systematically. Through the research, the author concludes that the teacher development center in Japan has good legal support and the tight contact with related institute, could provide the diverse services in training content and methods, and integrate the self-evaluation and external evaluation to guarantee the quality, and emphasizes the training to ordinary administrative personnel besides the teacher and leaders in school.The teacher development center in Japan could provide the reference for the teacher's further education college in China, compared with the problems existed such as the weakness of infrastructure and teachers, the inability to integrate the local education resources, the shortage of innovation in training content and methods, and etc. This paper aims to make people have the general knowledge about the current teacher training institute in Japan, lead peoples attention to the teacher's further education college in China, and then could make deeper study.
