Since the birth of Instructional design in 1960 s, it has been one of the hot issues of educational research, which are a growing number of researchers attention. Teachers in instructional design is an important part of teaching, and plays a leading role in teaching activities. Instructional design of a direct impact on the success of the effectiveness of teaching and learning activities and controllable. SOLO classification theory is a theory of cognitive development. It describes the cognitive development in two methods: the way of thinking and the reaction level. SOLO classification theory model can not only reflect the qualitative differences of the students’ cognition but also reflect the differences in the amount. It can describe the performance of a learner systematically when they are faced with different learning tasks, thus providing a strong theoretical framework for our teaching evaluation and the determination of course objectives.This paper will take the SOLO classification theory, considering the level of students’ thinkingstructure, to optimize the teaching design. On the basis of the specific process design several levels to guide the teaching of SOLO classification theory, in order to enhance the high school students mathematics thought level target. Finally, the validity of SOLO classification theory in high school mathematics teaching design is verified by experimental research methods.Through the experimental data we can see that the SOLO classification theory and instructiondesign in the high school mathematics teaching to stimulate students’ learning initiative is to enhance the students’ geographical thinking level.Through the research we can see, the guidance of instructional design under the theory of SOLO classification can not only stimulate the vitality of Mathematics teaching in the classroom, but also can fully mobilize the enthusiasm and initiative of students learn Mathematics. Therefore, SOLO classification theory has very important significance in high school Mathematics teaching design.
