Along with the progress of our age and the development of our society, the relationship of hi-education and regional economy are closer than before. On one hand, the regional economy is the supporting force and leading factor for the development of hi-education, supplying the hi-education with fund and influencing the brain introduction, the level of running a school, scale of running a school, department arrangement, and structure of the students. On the other hand, hi-education is the supportive and motive force for the development of society providing brains, technology, information and culture for the development of regional economy. In other words, hi-education and regional economy can support and restrict each other, so only coordination can realize the bilateral benefits of the mutual development. For this result, the development of the hi-education must merge into the overall programme, insist on the principle of moderately leading development, and acquire the awareness of serving for the economic development.To a great extent, the strength and level of a regional hi-education represent the strength and level of the economy in this region. Reflecting on the present condition of Qingdao hi-education and economic development, the hi-education definitely has made a greater contribution to the rapid development of Qingdao’s economy, but there still exists some problems. Because of these, there is a far way to go for Qingdao hi-education providing ideal service for the economic development.Using the theory of interactive relationship between the hi-education and regional development, contrasting the strategic principle of hi-educational development based on the mutual relationship. Connecting the present condition between the hi-education and regional economic development, some work has to be done to improve the self-development, personnel system, level structure, department structure of hi-education, to tap the latent power of educational resources, to work out the methods to the realization striving for the realization economic development, for virtuous reaction with the economic development, of optimization grouping between hi-education and economic development.
