In the context of globalization,universities are an essential field of knowledge production,application and dissemination,and play an important role in human capital reserve and national innovation system construction.In order to stimulate the vitality and effectiveness of universities,countries have chosen to invest a large amount of funds in higher education in the hope of promoting high-quality development of universities in a short period of time.The government in Japan has implemented a series of “Center of Excellent Programs”from the end of the 20 th century to the beginning of the 21 st century in the background of the“Science and Technology Establishment” policy,namely: “COE Base Construction Program”.The purpose of these programs is to make universities in Japan the world’s leading centers of research and education,and to promote economic development through academic progress.In order to ensure the smooth implementation of the complex,cumbersome and ambitious national research funding programs,to ensure that the programs achieve the expected results and to ensure the quality of construction,the Japanese government has established a sound and reasonable program evaluation system.In this thesis,the evaluation system of the Japanese Center of Excellence Program is studied using two methods: literature research and comparative analysis.The thesis can be divided into six parts: the first part describes the background and significance of the study,defines the relevant concepts,the research results of the Japanese Center of Excellence Program at home and abroad,and clarifies the basic ideas and methods of the study.The second part analyzes the background of the evaluation system of the Center of Excellence Program in Japan from three aspects.The third part analyzes the components of the evaluation system of the Japanese Center of Excellence Program,explaining “who is evaluated,” “what is evaluated,” “how to evaluate,” and “how to use.” The third section analyzes the components of the Japanese Center of Excellence Program.The evaluation criteria cover the long-term development of research output,human resources training,and university research innovation;the evaluation method combines formative and summative evaluations;and the evaluation results are used to monitor and provide feedback.The evaluation method combines formative and summative evaluations;the evaluation results are used to monitor and feedback the progress of the program and to enhance the crisis awareness of the selected universities with serious evaluation effects,forming a more systematic evaluation system.The fourth section summarizes the characteristics of the Japanese Center of Excellence Program based on the composition of the evaluation system,including the independence of the evaluation subject,the flexibility of the evaluation method,the competitiveness of the evaluation process,and the motivation of the evaluation results.The fifth section summarizes the drawbacks of the “Center of Excellent Program” in Japan based on the composition and characteristics of the evaluation system.In the sixth part,we collect and organize the problems in the evaluation of “double first-class” construction in China,and on the basis of this,we propose some methods to learn from the characteristics of the Japanese “Center of Excellence Program”: the government should pay attention to the independence of the third-party evaluation body;optimize the evaluation criteria;and implement competitive selection.The government should emphasize the independence of the third-party evaluation body;optimize the evaluation criteria;implement competitive selection and exit mechanism;and focus on the improvement rather than accountability of the evaluation results.The implementation of Japan’s Center of Excellence program has been a critical catalyst for the development of several Japanese universities and related high-level research institutions,and these experiences have provided new ideas for evaluating large-scale engineering projects in China.
