China is a multi-ethnic country. After experiencing thousands of years of baptism and deposition, many nations still leave their unique languages and cultures. Although living together, there is an obvious difference between ethic regions and developed regions in the development of economy, knowledge and city, which leads to the weak position of ethic higher education and prolongs the process of higher education in our country. The backwardness of ethic higher education has seriously restricted the overall development of ethic regions and widened the gap with developed regions. Although ethnic minorities have gradually learnt to speak and communicate in basic Chinese, they can hardly meet the needs of the society. So it is extremely vital to quicken the bilingual education in ethic regions under the background of mass higher education. And also it is an important way to foster talents and promote the development of economy in ethic regions.The mass higher education has lifted the ethic higher education in a new level. The merge of traditional culture with ethic culture requires impetus of talents. The push of tide poses new requests for bilingual education and increases the demands of bilingual talents cultivation in ethic higher education. A new industry chain, which is students in ethic regions----thic talents cultivation---market demand---bilingual talents' emergence----development of ethic regions. A virtuous circle is sure to promote the development of society, economy and education in our country.The subject of this study is some undergraduates who are chosen from Mongolian instruction universities in Inner Mongolia Autonomous Region. This study aims at analyzing and revealing the overall development of ethic bilingual higher education, which concludes content, strategy, mode, approach, students recruit, curriculum, management and employment. The first chapter briefly introduces the cause and meaning of the topic, the relevant researches in home and abroad, the mentality and technique, and then evaluates the shortages and innovations of this study. This second chapter reveals the development and the meaning of bilingual education. This part mainly deals with the strategy analysis and use of tape. It aims at revealing the current situation of applying Mongolian instruction and delimits the research object of this study. The third chapter introduces the components of Mongolian instruction training mode. It begins with a perspective of pedagogy and fully analyses the training mode of enrollment system, admission form, cultivation mode, management feature, employment situation by combining the results of interview questionnaire. At last it concludes some problems which need reform and improvement. The forth chapter is an exploration about the training mode of Mongolian instruction. It mainly explores the disadvantages and advantages of this training mode and puts forward some useful suggestions for Mongolian instruction under the background of bilingual teaching.
