Bilingual Teaching of Mongolian-Chinese-Foreign Languages is not only the special kind of teaching in Chinese Ethnics Education, but also the important school teaching form in Inner Mongolian minority schools. Being the important in the development and reform of Inner Mongolia education, it limits the quality of education and affects the whole level of the education, the talent fostering and the development of the economy in minority area directly.The combination of minority language, Chinese and foreign language has become the most distinctive characteristic of Mongolian education. Based on learning mother tongue, one's being good at Chinese and one foreign language is a general trend in Inner Mongolian Autonomous Region and other minority regions in China.Bilingual Teaching of Mongolian and Chinese Language is the important part of the whole ethnic educational enterprises of China. Inner Mongolian Autonomous Region, as an important region in western China, has long-history and meaningful education. Under new circumstances, Mongolian bilingual education has developed rapidly and improved a lot. In this article, the writer tries to use related theories and methods from Ethnics linguistics, linguistic psychology, cultural anthropology, psychology, education and other subjects. He emphasizes the key factors of bilingual education development and puts forward the different types and models of bilingual teaching through making comprehensive analysis, research and experimental exploration. From his scientific thoughts and strategies, we can find effective and scientific theoretical evidences and information services to work out our policies on bilingual teaching in Inner Mongolian Autonomous Region.The article has the following parts:In preface the writer explains the reason and design of the article andanalyses its historical background and current research situation in domestic and foreign bilingual teaching field. Meanwhile he generalizes some research documents about minority bilingual education and discusses the basic methods, theories and significance.In chapter one some related concepts and their theoretical bases are explained. First of all, some definitions are given and analyzed, such as culture, cultural change, ethnic education and etc., especially some concepts like bi-linguistics, bilingual education and Mongolian-Chinese bilingual teaching. This provides a strong theoretical basis for the whole article.In chapter two, cultural change is discussed under Chinese Multi-culture and United Structure. Using the Structure as background, the writer states the emergence, development and change of the Mongolian culture. He also talks about the whole Mongolian education through the developmental change of Mongolian Minority.In chapter three, history and current situation is stated. From the view of educational history, the article simply reviews Mongolian minority education, especially bilingual teaching history of "Mongolian and Man Language" and "Mongolian and Chinese Language" from ancient period to modern times. Furthermore, it deeply analyzes the current situation and problems existing in educational reform of Inner Mongolia of the new century.Chapter four analyzes the survey of the reforming situation of Mongolian Minority elementary and middle school. Firstly, it explains the purposes, subjects and methods of the survey and describes in detail about the attitudes towards Mongolian, Chinese and foreign languages. Statistical analysis is given clearly. In addition, the writer uses subjective and objective research methods to discuss the different views of participants and researchers of higher education in Inner Mongolia.Chapter five deals with the feasible experimental research of reform of education in Mongolian elementary and middle school. After talking about the realistic background, the writer analyzes the reform experiment in Ganqika No.1 Middle School of Kezuohouqi Area and Attached Middle School of Inner Mongolia Normal University.
