In the progress of building the learning society and the advancing professional growth of teachers, it has been an important way to develop an effective learning system as a promoter for primary and middle school teachers, supporting them in normative study and lifelong learning. The United Kingdom and the United States are two early starters in developing learning guaranteed system for primary and middle school teachers, and up to now a fairly complete system has been established, providing effective support for teachers to develop professional study. The primary-and-middle school-teachers'learning is more than a matter of a teacher or a school; and the construction of the security mechanism need joint efforts of the nation, society, educational administrative departments, school and teachers. Therefore, the author of this thesis makes a comprehensive analysis to teacher learning in discussing the study guaranteed system for primary and middle school teachers. What's more, the paper combines documentary study and analytical method to research the learning guaranteed system for primary and middle school teachers in the UK and the US which make the readers effectively grasp the similarities and differences and development trend of the two countries' learning guaranteed system for primary and middle school teachers, and provide reference for China' construction of learning guaranteed system for primary and middle school teachers, aiming to provide a mirror for constructing study guaranteed mechanism and lifelong learning system for teachers.The paper is divided into four parts:"Preface", "The theoretical basis and social background of the study guaranteed system for primary and middle school teachers in British and American", "Implementation strategy and comparative analysis of the learning guaranteed system for primary and middle school teachers in UK and US", "Inspiration and Reference for study guaranteed system for primary and middle school teachers in China".The first part is the foreword which is consisted of four parts, research origin, definition to key concepts, literature review and research ideas and methodology.The second part is the theoretical basis and social background of the study guaranteed system for primary and middle school teachers in British and American. Theory basis mainly refers to the learning society, lifelong learning and other international educational thought and theory of teacher professional development; The social background is manifested in the promotion of reform of basic education in UK and America, the attention on teacher quality and teacher professional learning, the demands of teachers learning in primary and secondary schools, education information support learning of primary and secondary teachers.The third part analyzes implementation strategy and comparative analysis of the learning guaranteed system for primary and middle school teachers in UK and US. The implementation strategy mainly refers to establishing continuous reporting and regulations, constructing a variety of learning institutions and models for primary and secondary school teachers, providing modern remote technical support, to strengthening the supervision, assessment and management for teacher learning institutions, learning funding security, learning time security. The comparative analysis of learning system for primary and middle school teachers is mainly consisted of the comparative analysis of the goal of the mechanism, the implementation of guaranteed mechanism, the effectiveness of the implementation and development trend.The fourth part obtains the inspiration and reference for study guaranteed system for primary and middle school teachers in China. Firstly, the paper introduces the current construction of the study guaranteed system of primary and middle school teachers in China. Secondly, on the basis of the previous discussion, the paper analyses the feasibility of these implementation strategy in Chinese society, and puts forward some suggestions to improve the study guaranteed system for primary and middle school teachers in China, aiming to provide a mirror for constructing study guaranteed mechanism and lifelong learning system for teachers.
