With the rapid development of higher education of our country, there is a surge of need for infrastructure in university campuses. However, the amount of fund from government, which is invested by government, is much less than the pratical needs. And, universities and education departments would fail to do well in managing the projects. The problems above limit the process of infrastructure construction in universities. As for these problems, a new funding mode, BT(build-transfer), is used for construction of university infrastructure, however, the experiences of which is limited, and less mature, risks inneglectale. So, there is a need to estimate the risk level of university infrastructure BT projects, and assign the risks among different sides.First, after a review of BT theory, merits and defects of several processing modes are compared and analyzed to reach a conclusion that generl contract type is most suitable for university construction. Secondary, the methods of estimating and distributing the risks are studied:spotting the main risks of university BT projects on the basis of risk characteristics; setting up risk factor value system, putting forward the computing method of factor wights, based on related principles and group-AHP; setting up grey hierarchy estimating model based on the method of grey whitenization clustering. Thirdly, on the basis of risk valuing and risk distributing principles, the author come up with the preliminary distribution methods, computing method of the assuming proportion of co-assuming risks between the university and the contractor, instituting risk distribution mechanism.In the end, the grey hierarchy estimating model is put into practice of a medium university comprehensive gym, working out the general risk level, distributing the risks between the university and the contractor, and constrituting the distribution methods, so as to verify the estimating model and the risk distribution model, providing information for risk management.
