The world today is in the period of the greater development,revolution and adjustment. World multi-polarization and economic globalization, the progress of science and technology is developing rapidly, and talent competition is more fierce. The key factor of talent competition is innovative spirit and practice ability. Our country is in the key stage of reform and development, with the industrialization, informationization, urbanization, marketization, internationalization developing in depth, the pressure from population, resources, environment is rising, and the mode of economic development need to be accelerated trinsition, which all highlight the importance and urgency improving national quality and cultivating innovative talents. Innovation is the key point that a country want to make progress, and we need to cultivate innovative talents by education. Current our country advocate quality-oriented education whose core quality is to cultivate students innovative spirit and practice ability.In the new education reform the inquiry learning of the high school has changed from former extracurricular practice activities into a compulsory curriculum in thecomprehensive practice areas,which officially became a a course of study in high school.The curriculum purpose is to change student's study way, guiding the students to change the past study habits accepting knowledge passively, gradually to cultivate their learning initiative, bringing the subjective initiative into the play to the full so that they can decide for themselves what subject to study and research. But in inquiry learning implementation process, because the teachers' teaching ideas, knowledge is insufficient,the class time is limited, such factors led to the implementation effect research-based study did not reach the goals. And the majority of the research for inquiry learning mostly from the angle of theory analysed the problems ecountering in theprocess of implementation and the solving method, without considering the different regions, different school specific conditions. Therefore this paper will make a survey according to the practice of xinjiang HeJingXian during inquiry learning implementation in bazhou, and come up with feasible opinions according to the problems in the course of implementation,finally to construct teaching model of inquiry learning in the high school under network environment.This study is under the guidance of constructivism learning theory, the theory of cognitive flexibility,which aimed at HeJingXian senior middle school in xinjiang.Founding that the problem in the course of implementing under the network environment, the paper puts forward the construction of teaching model of inquiry learning in high school.Introduction part of the article presents the background of the project and proposes topics in China present situation of developing inquiry learning, and based on this, puts forward the main content of this study.Part two of this article is the definition of the core concepts including connotation of inquiry learning and the theoretical basis of teaching model of inquiry learning in high school under the network environment.The third part is HeJingXian senior middle school of xinjiang bazhou survey of research-oriented learning implementation, mainly from the school's information hardware environment, inquiry learning in the classroom teaching (the necessity, teachers' teaching mode, and student's study way, students play of the subjectivity of students, research-oriented learning harvest), the influence of the study-based learning under the network environment, (the advantage of network, the help with study, the shift of learning style respectively) etc.In the fourth part of the thesis is that based on the results of the survey and reason analysis, drawing the conclusion that teaching mode is key factor for problem-solving. Thus constructing teaching model of inquiry learning in high school under the network environment, and making a further analysis.In the fifth part of the article will make a experient to verify the feasiliblity and effeciveness of the new model.Finally the paper summarizes the study conclusions and the shortage, and the problems to be illustrated in research.
