Beijing Foreign Educated Youth Groups To Survive The Dilemma And Countermeasures Research

Floating population problem in demographic field has always been one of the hotspot which the society, the government and the academia focus. With the losing of China's population policy and the propulsion of the reform and opening, the floating people living in cities not only includes the migrant workers, but also includes knowledge youth groups which are excluded the focus of people but exist really. In the great group of the floating people, they are not within people's attention, while the migrant workers are focused by the media, the literary and the academia. They have not included in the system of the government and the social organization, also rarely occur in the researchers'sight. With China's urbanization, industrialization and modernization speeding up, Beijing as the political, economic and cultural center of the country, her peculiar nature, material and cultural conditions attract the floating people, especially the knowledge youth groups. More and more knowledge youth want to leave Beijing, not to return to their hometown or other cities.Although the young intellectuals have not formed a class in the sense of sociology, but the phenomenon of "knowledge youth group" which are showed increasingly should be attended by the social. With China's higher education is increasingly accessible and the employment is increasingly serious, the scale of this group will also expend constantly. Their problems about their living conditions in Beijing and their social security are becoming increasingly highlighted, which largely influenced their existence and development. They are a group of certain cultural knowledge of the youth. Their existence dilemma is not only related to their living quality and values, but also related to the social stability and development. According to the above, this article investigated the group in Beijing, analyzed their group characteristics, floating reasons, and their real survival conditions based on the survey data, put forward the countermeasures and suggestions in order to solve these problems.This paper is divided into five parts. Chapter 1 discussed the background, the significance, the domestic and foreign research, the relative concept definition, and the research target, contents and methods. This is the basis of investigation and study in this paper. Chapter 2 is the investigation and analysis of the knowledge youth in Beijing using "Case Interviews" and "Questionnaire Survey". The first part analyzes the formation reasons of the group, using "the Floating Population" genetic theory and the theory of "Push-pull". The second part analyzes this group's basic survival conditions based on the survey data. Working conditions include the basic situation, their work instability and other factors of employment. Living conditions includes residence, traffic and daily expenses. Social relations include social interaction and cultural adaptation. The expression of network interests includes the using of network, the influence to the work and study, the influence to the interpersonal communication, and the reliance of network. Interest expression is the way which they use to maintain their interests when they are in trouble or their interests are encroached on. Emotional conditions include single status, premarital cohabitation, unrest although married. The third part discusses the basic characteristics of this group in Beijing, mainly including the demographic, sociology, psychological and cultural characteristics.Chapter 3 analyzes the problems of this group, including work problems, housing problems, registered residence problem, social security, and welfare treatment.Chapter 4 summers up the reasons caused the problems, according to the case interviews and our policies.Chapter 5 puts forward some suggestions for the government, the society and the academic on the basis of the above discussion. First, the government should support and protect this group, and continue to promote the policy and systems reform. Second, the group members need to do everything from themselves, and actively adapt to the environment. Third, the society also should support and pay attention to them, and strengthen the education and instruction, in order to enhance their pride of city and the citizens' accept ability; strengthen the community management and enrich the cultural activities, in order to enhance their community belonging.
