Especially in the sciences and engineering field, the experimental teaching is the most important part in the higher education teaching. The laboratory level make great influence to the quality of teaching process and play the decisive role to the natural sciences researching level. It is also the important symbol which reflect the science and technology level and the management level and the college teaching level. But, under the new situation, many universities are lack of essential experience in the teaching resources management in our country. So, how to construct an effective government structure and operational mechanism is worth us studying earnest and discussing profound. It's also is the new situation development and needed by the construction of the modern university system.As the example of Kunming University of Science and Technology, this article point out the problem to the teaching resources using and the insufficient part in the laboratory management right now. The article analyse the reasons which are happening through experimental installation, property right, social economy phenomenon, economic efficiency and so on. And analyse the in-depth question, put forward the plan to solves the questions.Firstly, the test installation variety diverse, technological advance, the renewal speed quick, the property rights are dispersible lead to the management difficulty. Secondly, university's property right was undefined, it's the reason why the administrator protection idea to be insufficient in the equipment management and make management loss. Thirdly, many universities practice the egalitarianism in the laboratory construction, which has seriously restricted the experimental teaching resources using effective. And the administrators are considered few to the benefit in the laboratory construction. It's difficult to determinate the benefit too. Finally, the personnel's quality of laboratory administrator is relative lower. The university often ignore the experimental teaching. That is why the experimental teaching resources using factor is insufficient.This article propose the questions about equipment diverse, the social economy phenomenon influence, the economic efficiency question and the personnel quality which are the most important and in-depth questions. Analyzed other national laboratory's management pattern, and finally obtained the solution.
