Counterparts Reconstruction Of Beichuan County, The Health Service System For Persons With Disabilities

It occurred 8.0 magnitude earthquake in Wenchuan on May 12th,2008. Beichuan County, as a serious--hit area in "5.12" Wenchuan earthquake, has suffered devastating damage. More than 7,000 people became disabled, and the county was razed to the ground. "A part in trouble, assistance comes from all the country."According to the State Council's unified plan, Shandong Province commits to the task of reconstruction of Beichuan. Reconstruction task is very arduous, and the top priority reconstruction task is to help those who are physical and mental disabled to better adapt to their future life. Therefore, to build "health service system for people with disabilities" in the process of reconstruction in the disaster areas is not only a comprehensive requirement of building a harmonious society, but also an important measure of implementing the scientific development concept in the fitness field. Construction of "health service system for persons with disabilities" has great practical significance for people with disabilities to achieve "functional compensatory",to integrate into the society, and to achieve the rights of movement and fitness.The topics mainly uses literature, questionnaire surveys, expert interviews, statistics and logic of mathematical induction and other research methods, based on the investigation of the disabled physical activity status in Beichuan County, the author proposed the basic framework and the specific content of the reconstruction of the disabled health service system in Beichuan County to offer theoretical decision for the development of the disables'fitness services and the sound and rapid development of Beichuan fitness project in the process of point-to-point fitness reconstruction of persons with disabilities in Beichuan County. Study reached the following conclusions:1.What were found through the instigation of the status of disabled sports and fitness in Beichuan County are that there are more men with disabilities than women with disabilities participating in sports and fitness; people with different type of disability chose fitness program similarly and individually; they had relatively short period of time for fitness in Beichuan County and they made more use of natural resources and facilities for exercise; the fitness venues and facilities supply for disabled sports is inadequate; lack of the related organizations fitness; communities, streets and other departments paid low attention to physical fitness activities of persons with disabilities.2. It showed through the SWOT analysis that the advantages of the corresponding reconstruction of healthservice system for the physically handicapped in Beichuan County is the strong advocates and strong policy support of Shandong province, who has a strong economic strength as a solid material foundation to aid counterparts. At the same time,people with disabilities in Beichuan County have a higher fitness passion. The disadvantage is persons with disabilities lack the necessary understanding of physical fitness in Beichuan County, and the devotion from all levels of government and departments there is far more enough. The opportunities are the national policy of building a harmonious society and comprehensively building a moderately prosperous society. The threats are the weak services of fitness instructors in Beichuan County, and lack of volunteer services to provide people with disabilities fitness.3. The corresponding reconstruction of health service system for the physically handicapped in Beichuan county adheres to the people-centered, scientific development; adheres to the party and government-led, broad-based participation; maintains overall planning, step-by-step execution; and adhere to local conditions guidance principles. The characteristics of the corresponding reconstruction of health service system in Beichuan are equal emphasis on service and protection; equal emphasis on public welfare and social simultaneous, the unity of systematicness and diversity, consensus on integrity and gradation.4. The contents of the corresponding reconstruction of health service system for the physically handicapped in Beichuan county include scientific guidance system for fitness of persons with disabilities, organization and management system, active content systems, facilities systems, the health information communication network system for students with disabilities, legal security system, monitor and assessment system, and media publicity system.5.
