The Current Mass Incidents In China In The Interests Of Expression Mechanism

With the establishment and improvement of the china's socialist market economic, the interest differentiation of the social group become prominent, while the people's Democratic consciousness, the awareness of the right and benefit gradual awakening. In the process of adjusting the pattern of the social interests, it is necessary that people strive to maintain and promote their own interest. However, some people, especially the vulnerable group often take some radical or illegal actions in the process of protect one's right, which lead to the conflicts intensified, the mass incidents more frequently. That affect the stability of the social order, and eroded the legitimacy of the ruling party, restricted the construction of harmonious society. Therefore, how to prevent and eliminate the mass event is a major theoretical and practical problem in the current and future.From the perspective of the expression of interest, the mechanisms of expression of interest have some serious problem which is the main reason that leads to the frequent occurrence of mass incident in China. The serious defects as follow:the subject who lack of the ability to express one's interest and the weak awareness of the rule of law; the object whose functions of interest articulation confusion and lack of sense of responsibility; the way which lack the effectiveness and exist the institutional and non-institutional interests of the expression; the expression of channels which is blocked and inadequate; the little effect of the expression of interest and the appraisal system is imperfect.To solve the problems of the current mechanism of the expression of interest, we should take the following measures:by increasing the ability of expression, reinforcing their awareness of the rule of law which will cultivate the qualified subject; the scientific definition of the object's functions and responsibilities and strengthen the sense of responsibility; improve the effectiveness of the way of expression of interest and put it into the institutionalized track; smooth and innovate the channels of interest expression; construct the effective evaluation system that included the government of performance-based assessment and accountability system. To build an effective mechanism of the expression of people's interests, that will make the interest expression effective, urge the government to take active measures to solve social problems, resolve the social interest contradictions and conflicts. If we can finish that much better, which will prevent and eliminate the mass incident, maintain social order's stability, consolidating the party's legitimacy, promoting the construction of a harmonious socialist society.
