Grass-roots Government And The Rule Of Law And Rule Of Virtue Construction Research

In this paper, grass-roots governments refer to township (town) people's governments of five-tier government structure in our country. The quality of their public administration is directly related to the Government's image and social stability and development. If they act in strict accordance with the law and govern town with morality, it's no doubt it will greatly improve the stability of rural society, economic and cultural development, as well as the civilization in rural areas. There is no stability in China if there is no stability in the rural areas, and there is no development in its real sense in China if there is no development in rural areas of China. In order to achieve stability and development in rural areas, it is necessary for grass-roots governments to combine the rule by law with the rule by virtue.According to the survey, the rule-of-law levels of grass-roots governments are not high at present, so do the rule-of-virtue levels. Based on the deficiencies of grass-roots governments, this paper analyzes the loss of morality and the loss of the spirit of law. The loss of morality has five aspects: the loss of principle, the loss of Creditability, the worship of money, the distortion of self-respect, the loss of faith.The spirit of law has nine aspects, specific as follows: Consciousness disorders, corruption out of control, system failures; distortion of democracy, improper examination; invalid rules, the inbalance between rights and duties; job imbalance; others such as lack of financial transparency and so on. Then, through the aspects of the noble core values, beliefs, worship culture, fraud culture and the rules of failure and the prevalence of latent, debris of the rules of authority and potential , this paper analyzes the root of the loss of morality and the spirit of law of grass-roots governments. It points out that the loss of morality and the spirit of law lie in the missing of core values.In this paper, a theoretical and empirical combination method is used to analyze the author's points. It puts up with two models of the construction of rule of law and the construction of rule by morality. The first one is theoretical model which include moral management and public administrative ethics under the name of justice. The second one is operational model which include the education of law and the supervision of the implemention ethical system.It aims to remade the core value of nobility,build the character of industry, improvet the system of civil service,create the profile of morality, implement the system of accountability, moralize the public administration, construct the confidence of culture.The Ideal governance is unity of the rule by law and the rule by virtue. We should not only focus on the theory but also how to apply it to practice .Therefore, this study, both for theory and for practice, have practical significance.
