On The Predicament And Solution Of The Construction Of The Grass-roots Government Under The Rule Of Law

Now China has stepped into a new era of Socialism with Chinese Characteristics,promoting the rule of law for government has become a tendency,grassroots government is Improve the rule of law construction system.With the development of promoting the rule of law for government,promoting the rule of law for grassroots government as a critical part of it has directly become a window of the overall construction of the rule of law government.The outline on promoting the building of a law-based government from(2015 to 2020)published in 2015 established a grand blueprint and action plan for building a rule-of-law government by 2020.The newly formulated outline on promoting the building of a law-based government from(2021 to 2025)is the new programmatic document for promoting the rule of law for government.It shows that promoting the rule of law for government has entered a new stage.China has initially established a grass-roots government rule of law construction system,while based on the operation of grassroots government,the legal construction system of the grassroots government is not seamless,and there are still quite a few problems in practice.According to the relevant empirical observations of promoting the rule of law for grass-roots government,this article analyzes the system of promoting the rule of law for grass-roots government based on the focus of practice.in the context of epidemic prevention and control,this article analyzes.This article takes all grassroots government within the jurisdiction of Shangcheng District,Hangzhou as examples and make an analysis on three dimensions of power and resource allocation,power operation,and government error correction and evaluation mechanism,etc.,combined with reports of the construction of the rule of law of grassroots government in Shangcheng District,Hangzhou to explore the current operating status of the grassroots government,and find existing problems.By summarizing common issues,it is discovered that grassroots government has problems in insufficient power authorization and resource guarantee,lack of systematic operation management of power,and failure of internal and external error correction mechanisms.In response to the problems above,several pieces of advice are proposed to strengthen the power authorization and the guarantee of resources,improve the power operation process of grass-roots government,and improve the error correction and evaluation mechanism of grass-roots government for promoting the rule of law for grassroots government.Grassroots governments should expand the sources of legitimate power,continuously improve their awareness and ability of legal administration,strengthen the construction and management of rule of law teams to ensure the supply of grassroots government power and resources.Grassroots governments should systematically manage grassroots government documents,build an administrative decision-making system,and advance the reform of comprehensive law enforcement to ensures legal and efficient operation of power.Grassroots governments should intensify the strength of supervision from people’s congress and the society and optimize internal error correction and evaluation mechanisms to ensure the government operation problems can be corrected in a timely manner.The construction of the rule of law in the grass-roots government plays an important role in supporting and guaranteeing for advancing law-based governance in all areas.Promoting the rule of law for grassroots government is a basic project,which is faced with common people.Only by providing better services can grass-roots government improve level of the construction of the rule of law.Therefore,the construction of the rule of law in grass-roots governments must be people-centered,be a service-oriented government,and ensure that there are laws to abide by,administration according to law,and accountability for violations of law.
