In the "Law on Regional National Autonomy" of the legal framework to protect the rights of minorities is the right choice. However, because of historical conditions and natural and geographical conditions and other factors and effects of More concentrated distribution of ethnic minorities in national autonomous areas, the level of economic and social development is lower than the eastern areas, Some remote areas are still in poverty, minority rights and interests of security is also faced many issues requiring urgent solution.This thesis mainly contain part I, II and III, concluding remarks:Introduction part mainly discuss the purpose and significance , relevant research, the main contents and innovation, as well as the research methods and so on.The first chapter, mainly define the concept, outlines the theory of regional ethnic autonomy and the basic content of the rights and interests of ethnic minorities. The main contents include: "Law on Regional National Autonomy" and to amend the legislation, "Regional Ethnic Autonomy," the relevant provisions of the protection of minority rights and interests, outside the regional national autonomy and its laws; the principle of minority protection, the protection of minority rights ,the interests of the mechanism for the protection of minority rights, the interests of the characteristics, the influencing factors; the final analysis summed up the relationship between the "Law on Regional National Autonomy"and the protection of minority rights and interests.Chapter II, research on the basis of the Liangshan Yi Autonomous Prefecture of Sichuan Province of the regional ethnic autonomy policy, practice, "Regional Ethnic Autonomy," the implementation of the contents, achievements, experience of the protection of minority interests,and deeply analysis and summary the difficulties and problems in protecting minority interests in areas.The third chapter is mainly on how to further implement the "Law on Regional National Autonomy", do a good job in Liangshan Prefecture of minority rights and interests of countermeasures to protect the work and recommendations. The main contents are: a clear protection of minority rights and interests of the general idea, the establishment of measuring the degree of realization of minority rights and interests of the index system, and improve the protection of minority rights and interests of specific policy measures.In the Conclusion part, we review the China's development model, the transformation process of the concept, made a core point of view that we should protect minority rights and interests in developing.
