| Regional ethnic autonomy system (REAS) is one of the three major political systems, and also one of the three main democratic systems in China. Self-government administration is the essence of regional ethnic autonomy system, which means local ethnic autonomous governments, based on the'Constitution of People's Republic of China'and the'Act of ethnic regional autonomy of PRC. take the responsibility for the administration of social public affairs within ethnic minorities and activities in ethnic minority areas.Taking self-government administration of Linxia Hui Autonomous Prefecture(LHAP) as a study object, based on the full investigation and research, as well as the theory of political systematic research, state structure, institutions and structure-function analysis, the author, using historic analysis, field research, quality research and other methods, made a systematic analysis in the causes and process of the establishment of LHAP, self-government executive power and its changes, the operation of autonomous administrative power, government performance and the development of self-government administration, etc. in order to enhance the understanding of.the operation process of regional ethnic autonomous system.The thesis consists of three parts:introduction, contents and conclusion. The whole text can be divided into, six chapters.In the induction, the research background and meaning have been introduced, the relative study results at home and abroad reviewed, and the theoretical basis, methods and possible innovation of this thesis described.The topic of the first chapter is that the regional ethnic autonomy system is a basic political system of our nation. Based on a large number of historical documents, the establishment process and development of regional ethnic autonomy system were traced. The research shows that the establishing process of regional ethnic autonomy system actually is a system selection process. There are three choices in the solution of China's ethnic problems for the Chinese Communist Party:the first is to respect ethnic self-decision power or to respect ethnic self-government power; the second is whether establishing federal republic government of various ethnic groups or building a centralized unitary state; the third is whether implementing ethnic autonomy system or regional ethnic autonomy system. Considering the political changes of international and domestic situations, and ethnic distribution of China, the Chinese Communist Party eventually chose the regional ethnic autonomy system. In fact, these three aspects are adhered to each other.The topic of chapter 2 is the establishment of Linxia Hui Autonomous Prefecture. The full establishment of ethic autonomy region is from October 1949 to the end of 1957. Linxia Hui Autonomous Prefecture was established in November 19,1956. Based on historical documents and files, the cause of establishing LHAP has been discussed. Historically, the Hui are concentrated in the northwest region, and particularly in Hezhou. However, this ethic minority is often believed no difference to the Xinjiang Uygur minority. Using relative ethnic theories of Marxism and Leninism, the Communist Party of China made a thorough study on the history and status quo, politics and economy, religion and sectarian, etc. of the Hui. It is the first time to systematically identify the Hui. After 1949, the Chinese Communist Party established Dongxiang ethnic autonomous county and Ningding Hui ethnic autonomous prefecture in Linxia district beginning to put regional ethnic autonomy into practice. Socialist transformation and economic achievements has laid a solid foundation for the establishment of Linxia Hui Autonomous Prefecture.The topic of the third chapter is the changes of autonomous executive power of Linxia Hui Autonomous Prefecture. The autonomous administrative power is defined by "the Constitution'and "the Act of Regional Ethnic Autonomy of PRC as an administrative power especially owned by the government in ethnic autonomous region. After the founding of the PRC, with the changes of political and economic situation, the self-government power of ethnic autonomous regions has gone through a tortuous process. Based on a lot of historical materials of Linxia Hui ethnic autonomous prefecture,'the author discussed the changes of autonomous administrative power of Linxia Hui Ethnic Autonomous Prefecture in four periods, including socialist transformation period, the beginning of establishing socialism period, cultural revolution period and the new period of socialist modernization construction, which reveals the changing process of regional ethnic autonomy system from one side.The topic of the fourth chapter is about the operation of the autonomous executive in Linxia Hui Autonomous Prefecture. The operation of the autonomous administration is the internal governance process of social public affairs under the Linxia Hui Autonomous Prefecture government. This chapter analyzes the basic function, special functions and administrative leadership structure of the government, and the processes of decision-making, implementation, monitoring of the prefecture government in accordance with the "decision-making, execution and supervision, coordination" in Linxia. As a minority autonomous areas, the guarantee of state organs at higher levels give a strong support to the autonomous government to exercise the executive in Linxia, therefore, this chapter also discusses the. guarantee mechanisms and its degree of realization of the state organs at higher levels.The topic of the fifth chapter is about the government performance evaluation of Linxia Hui Autonomous Prefecture. By the means of the theory and methods of government performance evaluation, from the perspectives of the vertical and horizontal, a diachronic and synchronic evaluation on the government performance has been finished including the population growth, economic development, social development and development potential. Moreover, the overall evaluation is also presented. The evaluation result shows that regional ethnic autonomy system in Linxia has achieved great success. However, the effectiveness of this system in Linxia has not been achieved as expected due to several factors.The sixth chapter is about the administrative development of LHAP. Based on the theory of administrative development, the profound significance of the autonomous administration development in LHAP has been analyzed. It is emphasized that the guiding ideology to promote the autonomous administration development is the Scientific Outlook on Development, and its targets includes scientific administration, democratic administrative and administration according to law. Combined with the administrative environment and the administrative culture in LHAP, the main tasks and policy orientations of the development of Linxia autonomous administration have been discussed.The basic conclusions are summarized finally, the focal points to improve the regional ethnic autonomy system, and to promote the development of autonomous areas are discussed. Combined with the shortcomings of this thesis, the future prospects for this study are put forward. |
