| The thesis made a research into the freedom of information's concept and theory, demonstrated the meaning of the freedom of information, and distinguished it with several familiar concepts. Then it summarized the characteristics and common principles of the Freedom of Information Act of different countries in applicable subject, scope and procedure. The thesis also analyzed the practices of Chinese Government affairs, pointed out its defects, and made suggestions on the establishing of Chinese freedom of information legal system.The thesis is composed of three Parts. Part one is the research of fundamental theory, The main work is introducing the meaning of the freedom of governmental information, discriminating the difference to the relative concepts, and illustrating the theory of the Right to know. In part two, the author compare the main body and legal procedure among china and other countries. In part three, the author draw out the conclusion through analyzing the challenge and opportunity the Chinese government faced, hope to improve the Chinese freedom of governmental information.. |
