Civil servants stimulation mechanism will play an important role in civil servants personnel management and ensure civil servants to realize their common administrative goals. Since the implementation of 'Temporary Principles on Civil servants', some regulations on civil servants stimulation mechanism are amended and supplemented. Especially, after China's entry to the WTO, the work on the management of civil servants will face new challenges and opportunities. The administrative environment has been undergoing great changes so the old cadre stimulation mechanism can't meet the current needs. Meanwhile, administrative ideas, administrative functions, administrative procedures and means are also undergoing great changes. That is to say, the old stimulation mechanism can't bring the intended stimulating effects. It is urgent to enhance the government's capacities effectively and establish new civil servants stimulation mechanism which gears with the current situation. In order to boost civil servants'efficiency and consciousness of serving the citizens and construct the harmonious society ,the civil servant mechanism must be improved gradually basing on learning from other countries and China's domestic situation.On discussing the current civil servants stimulations mechanism, this article points out the existing problems by analyzing the administrative environment, measures, systems and other aspects. Basing on the principles of Stimulation Theory ,the author intends to seek methods and approaches which will help perfect civil servants stimulation mechanism. With the establishment of new civil servants stimulation mechanism, it is possible to cultivate high-quality civil servants to adapt to perform Chinese government's function and carry out their duties and provide better service for the people.
