Eu Innovation Strategy Research

With the increasing globalization of technology and economy, innovation has already become the developmental source of technology and economy to a country and become the symbol of national strength. Because of this, most countries of the world have promoted an innovative strategy effectively from the level of national. Under these circumstances, the EU, the third of economic entity, consisted of 27 countries and 455,000,000 peoples, has carried on an special innovative strategy.From the point of the relations between technology and society, this article, taking systematical thoughts as theories background, adopting the method of history research and substantial evidence research, carried on initial analysis on the EU innovative strategy process and the main contents of the strategy, elaborated both the characteristics and the important point of the EU innovative strategy, induced the theoretical and practical progress and taken some advices on innovative strategy to our country.The whole article is divided into four parts: The first part carried on analysis to the EU implement of the innovative strategy from the reality and theories background, and then illustrated the EU innovative strategy development from the point of history; The second part analyzed about the EU strategic target of innovation and the frame systems, induced the characteristics of the EU innovative strategy; The third part took a great deal of research on the EU policy systems and set forth the policy route; The fourth part summarized the implement and problem of the EU innovative strategy, induced the advance in innovation of theory and practice, such as the harmonious mechanism and management and the policies, and induced the meaning to the innovative strategy of our country. This article thinks, from the experience drew from the EU innovation strategy, in the process of the construction of the innovative type nations, we should consider the following aspects: The first, make a deep research on the rule of innovation, according to the big trend of the international development and the actual circumstance of the our country, making a reasonable innovative strategy have the special importance; The second, because of the systematic in innovation practice, we should grab the strategic chances and accumulate the creative resources, including knowledge resources(development devotion, talented person's resources), in order to gain the possibilities of the crossing type development in the choice of the path dependent; The third, the reasonable installs of creative resources not only including the coordination of the strategic level, but also involving the coordination of system and mechanism, we specially need strengthening coordination work from the system and mechanism point; The fourth, the harmonious development of the different districts have a special function to the innovation and its proliferation, we needs to carry out a work in putting closer together with innovative strategy and the district development in the development.
