Theoretical And Practical Research Of The "One Country, Two Systems" Policy Under The Perspective Of A Harmonious Society

The “one country, two systems” policy which serves as a new idea torealize the national unity and maintain the sovereignty, is thecrystallization of the CCP’s second generation’s wisdom with DengXiaoping as its core leader. This policy has not only achieved a greatsuccess which caught the whole world’s attention while being carried outin HK and Macao, but also accumulated bountiful experience for thesettlement of the Taiwan Issue. The proposal of “one country, twosystems” concept has its practical background and is the innovation madeby the Party’s leadership of the second, third and fourth generations.The main content of the policy includes: One China, which serves asthe core content and the big premise; Two Systems, which means thelong-term coexistence of socialist system and the capitalist system in HK,Macao and Taiwan; High degree of autonomy; Self-governance andpeaceful consultation; Permanence, which remains as the basic statepolicy of our country and is the fundamental policy to adhere to for long.This policy is of great theoretical significance: on the philosophical basis,it brings about the unity of principle and flexibility, quantitative changeand qualitative change, inheritance and innovation; on the political basis,it further develops the Marxism and innovatively uses the theory ofunited front, and uses it innovatively, which makes a brand new future for the national unity; on international basis, it sets a successful example forthose divided regions and countries to realize peaceful reunification, andbrings a new idea for the countries which have not settled historicalproblems with each other in the international community to melt thecollision. Connotation is consistent with practice. This policy coincideswith the theory and concept of harmonious society, and its bountifulconcept is also consistent with the development of harmonious society.The “one country, two systems” policy was carried out successfullyin HK and Macao and accumulates precious experience. On the politicalbasis, during the practical process of solving the HK Issue, the policymade the fundamental law and some other laws and strategies, providingpolitical and legal guarantee for “high degree of autonomy” and “HongKong’s self-rule”; on the economic base, the policy has maintained thestability and continuous prosperity of HK; on the international basis, thepolicy extended the space for HK to live and do activities, advocatedpeaceful settlement of disputes. During the process of implementation inMacao, the policy supports its local people to participate in governance,providing a talent-guarantee for “Macao self-rule”; establishesfundamental laws of special zone, ensuring the legal guarantee forstability of Macao’s economic prosperity; realizes stable development ofeconomy, providing financial support for successful implementation ofthe “one country, two systems”. Along with the successfulimplementation of the policy in HK and Macao, there are also someproblems and challenges due to the history and reality.To settle the Taiwan Issue, the “one country, two systems” policy is anecessary road to go. It coincides with the fundamental interests ofTaiwanese and the successful implementation in HK and Macao sets adirect example for Taiwan. The policy is facing the judgment and weighof Taiwan authorities, the obstruction of the anti-forces of the US and Japan, the consents and disputes of Taiwanese people and any otherrealistic predicaments, so it also needs to be further developed andinnovated theoretically and practically.
