When the Central Government decided to take back Hong Kong,the Central Government decided to implement the "one country,two systems" policy for Hong Kong.Among them,"Hong Kong citizens ruling Hong Kong" and "a high degree of autonomy" are the core.Therefore,the Central Government must use great tolerance to ensure the implementation of the "one country,two systems" policy.However,when we emphasize the concept of “Hong Kong citizens ruling Hong Kong and a high degree of autonomy”,we must not forget the complete concept of “one country,two systems”.That is,"Hong Kong citizens ruling Hong Kong and a high degree of autonomy" are built under the precondition of "one country." However,since the return of Hong Kong in more than 20 years,the Hong Kong society has placed emphasis on emphasizing "two systems" and ignoring "one country," and a series of problems have emerged.As a result,the central government published a white paper on "The Practice of One Country,Two Systems in Hong Kong" on June 10,2014.Among them,aiming at the misunderstanding of "one country,two systems" by Hong Kong society,the following principles are clearly proposed: First,"one country" is the basis of the two systems;second,the "Constitution" and the "Basic Law" constitute the constitutional basis of Hong Kong together;Third,the central government has full powers for Hong Kong.Elaborating these clearly principles make far-reaching significance to Hong Kong's practice of “one country,two systems”.On July 1,last year,President Xi Jinping made an important speech during his inspection to Hong Kong.In addition to emphasizing the above,he also proposed that Hong Kong should be included in the overall governance system of the country after Hong Kong's return.Hong Kong is required to assimilate into the country's development.At the party's 19 th National Congress,General Xi included the concept of “one country,two systems” with socialism with Chinese characteristics and the basic strategy of the new era in his political report.This shows the long-term nature of "one country,two systems".The goal of policy of "one country,two systems" is first to achieve national unity.Therefore,how to safeguard national security and development interests in Hong Kong,a highly diverse,open,and free society,is an extremely important issue.In the past 20 years,Hong Kong society has faced serious confrontations with the Central Government because Hong Kong society has intentionally or unintentionally misunderstood the logic of "one country,two systems",resulting in the implementation of the constitutional development(General Election of the Chief Executive)determined by the "Basic Law."(Occupy Central in 2014).Therefore,after experiencing various ups and downs,the election of the fifth Chief Executive of the Hong Kong Special Administrative Region was particularly eye-catching.How to make the new chief executive in Hong Kong politically consistent with the Central Government and ensure that patriotism and love for Hong Kong for the rule of Hong Kong are an important task that is closely linked to national security and development interests.The central government's concept of having full control over Hong Kong is to emphasize and ensure the central government's leadership over Hong Kong's political and political development.Under such circumstances,the result of the election of the 5th Chief Executive is whether it can reflect the touchstone of the Central Government's right to comprehensive governance.The Hong Kong political system defined by the Basic Law is "executive-led".This "administrative-led" institutional feature not only embodies the authority of the Central Government but also determines the power and status of the Chief Executive.Therefore,the Central Government has exercised statutory power to lead the election of the 5th Chief Executive to ensure that Hong Kong's selection of a chief executive who meets the central standards is of great historical significance for the implementation of the comprehensive power of governance by the Central Government in Hong Kong.
