This paper analyses the concept of the policy and policy executing, introduces some western theories about policy executing briefly, and has put forward the new views on the concrete executing mode in the course of policy, analyses the factor that effect the policy executing and that in China, Then, described the problem about perfunctory, add policy, policy twist, hold back policy, the phenomenon of "where there is a policy from up unit, there is a countermeasure from down unit. " which appeared in the process of policy executing in our country, and analyze these problem as well as the causes .At last , carry on the discussion to the counter measures which solved these problems from all angles .
