Research On The Problem Of The Deputies To The People’s Congress Executing Duties And Responsibilities In The Policies Formulation And Implementation Process

Public policy is the scheme of social public interest allocation There are many ways of the deputies to the People’s Congress executing duties and responsibilities in order to collect,express,integrate and realize peoples’will in policies formulation and implementation process. It is positive to promoting policies scientific and democratic, improving the political position of People’s Congress and building a harmonious socialist society.In this paper, taking the situation of Baotou deputies to the People’s Congress executing duties and responsibilities as an research object,on the basis of carding the deputies to the People’s Congress structure, analyze the problems of formulating local regulations, reviewing reports, submitting cases and suggestions,carrying out inquires,reviews and law enforcement inspections in public policies formulation and implementation process.Such as low participation rate in legislative work,poor review quality,poor suggestions quality and resolution rate, rigid supervision means lack of use.These problems restrict people’s will effective expressing and realizing in the public policies formulation and implementation process.Meanwhile,combined with the analysis of the underlying system reasons,put forward to countermeasures:strengthen the supervision functions of the People’s Congress,consummate the electoral system of the deputies to the People’s Congress, consummate the work system of the deputies to the People’s Congress Participate in legislation,enforce transaction of the suggestions submitting by the deputies to the People’s Congress and safeguard the condition of the deputies to the People’s Congress executing duties and responsibilities.
