In the domestic and abroad policy practice, the problem of policy executing deviation commonly exists. Because of the system of organization changing and the society transforming, currently this problem of our country is especially serious. If policy deviation appears in the process of implementation, it may not only influence policy problem' s solving, and leading to the fail of predetermined policy target, but also damage the government image , weakening the authority and public faith force of government. Under the new circumstances of development and reform' s key stage in our country and building a socialism harmonious society currently, to research for the problem of policy executing deviation is beyond no doubt a very important and a very urgent significant real problem.For the problem of policy executing deviation, domestic and abroad scholar especially domestic scholar did widespread and thorough research, having sprung up large amount of research result. But, these research were carried on in the point of view of form' s factor, still no one explore it in the point of view of forming way be "controlling". As for the current reality of policy executing in our country, although there are many reasons for leading to the occurrence of deviation, although there are many reasons for leading to the occurrence of deviation, in the point of view of way, insufficiency of effective "controlling" in the process of policy executing let these factors produce a marked effect. Therefore, insufficiency of effective controlling is the cause of formation of policy executing deviation in our country currently. Owing to this reason, this article specially studies cause of formation and prevention and countermeasure of policy executing deviation in the point of view of "controlling". Firstly, to sum up the domestic and abroad theory and research of policy executing, policy executing deviation and managerial control, provides the theory foundation and thought enlightenment for this article. Secondly, according to the basic implication of "controlling" in Management, integrating the characteristic of policy execution, posing the concept of "the policy execution controls", elaborating its run process and fundamental type and exploring its function of preventing and curing the policy executing deviation, we do the analysis of main feature of insufficiency of effective controlling in our country' s policy execution. Thirdly, researching for the formation mechanism and model of effective controlling of policy execution, then according to its model we dissect the cause of formation of policy executing deviation in the three aspects of main body of controlling, driving force field of force, guarantee condition. Finally, in the light of the cause of formation of policy executing deviation, in the point of view of strengthening effective controlling of policy execution, we put forward to constructing complete the system of control's main body of policy execution, optimizing system arrangement of policy execution controlling, constructing stereoscopic and unblocked information communication system and enhancing consciousness level and ability guarantee of control' s main body and countermeasure of preventing policy executing deviation.
