Ethical Dilemmas Of The Transition Of The Chinese Government And Its Countermeasures

Chinese society transition conducted by government has acquired great success. But during the transitional period some social problems were exposed. To a large extent, these problems result from the displacement of governmental function and the un-standard of governmental behavior which were produced logically by the ethical predicament with which bureaucracy government confronted. This paper used some basic theories such.as administrative, ethics, sociology and politics, made an indepth analysis on the ethical predicament problem of government, presented some govern measures.In the first section, this paper proved in terms of the history of thoughts and logic demonstration that the governmental essence is public nature. Pursuing and protecting the value of public nature become the legality foundation of the existence of modem government. But the structure and conception of modern government is bureaucracy with instrumental rationality. So, in logically, there exists inner confliction between the two rationalities : the instrimeatal rationality of bureaucracy and the value-rationality of public nature of government. The confliction embodies in the procedure of governmental running is the ethical predicament caused by ignoring the value rationality.Besides the popular ethical predicament mentioned above, Chinese government is confronted with another predicament of scarcity of public nature which caused from traits of itself, the place of its function and the special administrative environment. In the second section, this essay further described the presentation and the cause of the later ethical predicament.Finally, the paper pointed out that if to get rid of these ethical predicaments, we should strengthen the foundation of the value of public nature of government itself; improve the scientific of its structure and conception; establish a stable mechanism of inputting the outer public nature value and institutionalize it; cultivate a finite government whose main function is public service as well.
