The Instrumental Rationality Orientation And Its Governance Of The Construction Of China’s E-Government Anticorrosion System

With the negative influence of instrumental rationality appearing, people start to review the alienation phenomenon of instrumental rationality. The core idea of this paper is to review the instrumental rationality orientation of the construction of e-government anticorrosion system in China, through the combination of empirical analysis and theoretical analysis method. That is, the advantages and the problems under the instrumental rationality orientation of the construction of our country’s e-government anticorrosion system and the framework of the system in comparison with the sight of public reason. This thesis aimed to indicate the direction of how to eliminate the drawbacks of the instrumental rationality in e-government anticorrosive system.Studies have shown that, instrumental rationality concern the facts, technology and system, be able to put the solution of the problem about the information disclosure and citizen participation on the operational level, have real meaning; Rational debate about the problem of information disclosure and citizen participation, to reach a consensus; The problem of information disclosure and citizen participation will be included in the framework of legal system, to protect the basic rights and interests of citizens from the system level. However, after the expansion of instrumental rationality, the extreme utilitarianism caused by instrumental rationality impede information and participation systems from closed to open, they are unworthy of the name; The efficiency doctrine for only hinder participation from surface to depth, difficult to establish interaction and cooperation between government and citizens; Purely formal rationality impede related systems about information and participation from formal justice to substantive justice, system become a tool for private gain.For the various problems that brought by instrumental rationality in the process of the construction of e-government anticorrosion system, analyze the root causes of the problem behind is the electronic corrosion kernel of public reason is shattered and the development of deliberative democracy mechanism is limited by various characteristics of the extremely instrumental. All of these leading to the lack of public reason in the construction of e-government anticorrosion system progress. Therefore, need to cultivate the electronic corrosion kernel of public reason, to create an open and rational public consultation atmosphere; Need to create a separate space for growth of civil society, and create a positive and effective citizen participation situation. The core of this thesis concluded:To govern the instrumental rationality orientation of the construction of e-government anticorrosion system in China, need to achieve transition from instrumental rationality to public reason, to achieve effective integration between instrumental rationality and value rationality.
