As an important component of national economy, village and town enterprises are taking serious tasks for realizing the social and economic development plan, improving country economic structure, enhancing the employment for the redundant labor in country, adding peasants' income. Those booming village and town enterprises have laid a solid social and economical foundation for the reform and opening outside, and historically contributed vastly to the economic development and the social stability of our country.However, all these enterprises are not well developed until now; the current economic environment is changing rapidly as well. We have to face the challenge of globalization before our perfect market turns out; the information technology is now tiding to us before our well industrialization. So the best way to adapt to the situation is to build up the competency of ourselves, which are the talent and labor advantages. In 21 century, the developing of education, technology, and human resource (HR) will take the most important role in the development of social economy and enterprise in the coming days, so that the competition in the future will focus on the talent competition.Just as the illustration by updated management science, there are four elements (human resource, economy resource, natural resource, and information resource) for successfully running an enterprise, of which the most important is the HR as the competency of enterprises. Enterprises in the world almost regard HR as the most important aspect for bettering their competency. 'Seeking coordinate environment for enterprises' is just to balance the value-added of HR, customers and economy by efficient management of HR management. So the new promotion for china economy relays on HR management, so as to the village and town enterprises for their new growth and prosperous as it is the key for their life. From this view-point, this paper will try to find the problems and causes of HR management of village and town enterprises by studying their HR management, draw beneficial counterplots and awareness for enterprises management from consolidating theory analysis and cases study, and provide references for HR management of village and town enterprises (HRMVTE) of our country.The thesis consists five parts: first, Foreword; second, Outline of HRMVTE; third, Current situation of HRMVTE; forth, Problems and analysis for HRMVTE; fifth, Strategies for HRMVTE.In case of my capability and the time are limited, the problems of HRMVTE have only been generally discussed in this thesis, so it could not be sufficient for you, please leave me your valued opinion for my later probe. And I will do my best to study intensively on this topic.
