Since the establishment in 1989 as a large-scale Sino-America join venture in Dalian Economic and Technical Developing Area, and after more than 12 years operation, Pfizer Global Manufacturing, Dalian (namely Dalian PGM) has had a great success. With the development of the business, the human resources management in Dalian PGM has been getting more maturer with each passing day. The internal and external environment has been continually changing. Especially in 2000, the headquarters of Dalian PGM was restructured, the business group and the manufacturing group were set up. Thereby Dalian PGM became an integrated part of the manufacturing group of HQ, which brought the human resources management forward to a new challenge. In terms of the performance management, Dalian PGM followed the performance appraisal system of the headquarters located in America, that played a significant role in hiring, developing, motivating and retaining talent. But due to the reorganization and the lower turnover rate of employees, the current performance management mode of Dalian PGM is weakening in some function and effect. This thesis studied and discussed the current performance management status of Dalian PGM and analyzed the problem, then suggest that Dalian PGM should establish a competency-based performance management system, and was taught how to implement the competency-based performance management efficiently.Because Dalian PGM's business result is based on the employees individual performance, the individual performance management has become the central sector of the human resource management in Dalian PGM. This article tried to improve the performance management function through the present problem analysis, eventually motivate employees and rejuvenate Dalian PGM. Other companies in the area and or in the industry can benefit from the studies and proposals.
