At present, our country is experiencing a sharp change of economy and society, building a service-oriented government has become an urgent requirement for economic and social development. The construction of service-oriented government must rely on the height of the service consciousness, responsibility consciousness of civil servants, especially the grassroots civil service team. The grass-roots civil servant is direct executor of the party and government policy, which is directly facing the masses, so it is an important bridge between the government and the people. The government providing public service for the masses of the people needs the grass-roots civil servants 'conscientious implementation and execution. In this sense, the grass-roots civil servants performance appraisal, improving the quality and ability of civil servants, is to promote the construction of civil servants, and is an important measure to improve the basic administrative management and the construction of the service-oriented government.The state of Qiandongnan, in poverty reduction and Zhai mao poverty alleviation task process, must pay attention to the local government, the main force of grass-roots civil servants. The civil servants quality and level of ability, is related to the implementation of poverty alleviation projects quality, and even related to that the poverty alleviation strategy and poverty alleviation goals are realized. Therefore, the state of Qiandongnan impoverished township grass-roots civil servants management process, must take this as a priority among priorities performance appraisal. This paper uses the performance appraisal theory and method, makes the mono-graphic study on Qiandongnan state poverty township civil servants performance appraisal, on the basis of the performance evaluation system, apply the competency to reconstruct the system of performance appraisal model, and puts forward the specific implementation process.The thesis firstly reviews the basic theory and method of the performance assessment, introduces the basic theory of competency model, and provides a theoretical basis and research tool for subsequent research. Secondly, introduces the use of performance Appraisal theory, analyzes the present situation of Qiandongnan rural poverty in the performance appraisal of civil servants, and in terms of its shortcomings, the unclear evaluation objectives, unreasonable assessment index, assessment of the single subject, lack of performance feedback and communication, not using the assessment results are analyzed.Thirdly, introduces the competency model, based on "knowledge and skills", "work capacity", "four aspects of personality" and "moral character" builds up the index system of Qiandongnan state poverty township civil servants performance appraisal. Finally, puts forward the Qiandongnan impoverished villages and towns public service performance appraisal system implementation process, including the implementation of performance plan, performance, performance feedback and interview performance the results of application.
