Competency Model Construction And Performance Improvement Path Of Village Cadres

Targeted poverty alleviation is an important strategic innovation made by the state in the decisive stage of poverty alleviation.In the past five years,the work of "targeted poverty alleviation" has made decisive progress and historical achievements.To some extent,it has a great relationship with the competency of cadres in villages.Because of the outstanding competency of the cadres in the village,the key to poverty alleviation has achieved remarkable phased results.Under the background of targeted poverty alleviation,building competency model of village cadres is conducive to defining the post competency elements of village cadres,so as to provide relatively accurate support for the selection,training and evaluation of village cadres,the definition of service standards and the refining of functional requirements in the next stage of beautiful rural construction.The research of relevant topics is helpful to analyze the competency characteristics of the cadres in villages with precision poverty alleviation,which provides important theoretical and practical guidance for improving the competency of village cadres.Under the guidance of competency theory of village cadres,this paper comprehensively uses literature analysis,case study and questionnaire survey,based on the survey data of poverty alleviation cadres in Shenyang,Dalian,Chaoyang and Anshan cities,Liaoning Province,to identify key behaviors,to improve the competency criteria of poverty alleviation cadres in villages,and to build competency model of poverty alleviation cadres,And through the structural equation to carry on the empirical test;Based on the competency model of poverty alleviation cadres in village,the dimension is calculated;And Empirical Study on the relationship between the competency and work performance of poverty alleviation cadres in villages.After preprocessing and adjusting,the final model consists of 29 indexes in six dimensions: personal quality,political literacy,theoretical knowledge,post literacy,comprehensive ability and learning and innovation.The results of the empirical factor analysis and comparison of independent model,one-dimensional model and six factor model show that the six factor model has better fitting index,which further verifies the multi-dimensional model hypothesis of competency characteristics of poverty alleviation cadres in village.In terms of six dimensions of competency and three dimensions of work performance,the personal quality,theoretical knowledge,post literacy,comprehensive ability and learning innovation directly affect economic performance,and the theoretical knowledge has the greatest influence on economic performance;Political literacy,theoretical knowledge,post literacy and comprehensive ability directly affect political performance,and political literacy has the greatest impact on political performance;Political literacy,theoretical knowledge,comprehensive ability and learning innovation directly affect social performance,and comprehensive ability has the greatest impact on social performance.The quality of economic performance can predict political and social performance.The competency of poverty alleviation cadres in villages indirectly affects political performance and social performance by the influence on economic performance.
