Xi'an Institute Of Optics And Fine Mechanics, The Development Of Strategic Research

Xi'an Institute of Optics and Precision Mechanics (XIOPM) is one of the biggest research organizations in Northwest China of CAS (Chinese Academy of Sciences). In order to fit the requirement of science and technology, to exist and develop in intense competition, a strategy of reform and development is urgently needed. Using the theory and method of enterprise development strategy research, this paper systematically analyses the social and specific industry environment, of XIOPM, points out its advantages and disadvantages. As a result, a whole development strategy is suggested. The suggested strategy includes (1) Oriented by market, (2) Keep innovation as main road, (3) Take the opportunity of "innovation engineering?(4) Phase in the enterprise managing system, (5) Recompose and solidify the fundamental research and applicable basic research, (6) Establish a 揜esearch and Development Center?as a hatchery of new products, (7) Emphasize the support to industrialization of high and new technology, (8) Development target: in 5 to 10 years, XIOPM should be a hi-tech enterprise, which is the first class in China, famous brand in the world. The new XIOPM will be an organic combination of fundamental research, applicable basic research, new product development and industrialization of hi-tech.
