A Study On The Development Strategy Of BIAM

As one of large research organization of China Aviation Industry Corporation 1(AVIC I), It is urgently need to study and develop the strategy of reform and development for Beijing Institute of Aeronautical Materials (BIAM), in order to meet the requirement of structural reform of science and technology system and that for existing and development of BIAM within intensive and critical competition of market economics.Through 15 years experience and practice of author's R&D and production service in BIAM, a large amount of reliable data have been collected. With using the theory and method of enterprises development strategy as reference and systematic analysis on social and industrial environment to BIAM, the chance and challenge to be battled by BIAM was clearly defined. With deep analysis on resource,enterprises culture and capability of BIAM, the advantage and disadvantage of BIAM was determined. Then, a general strategy frame for development of BIAM and the strategy goal for 5~10 years development of BIAM in the future was put forward. At last, some advice and suggestion was advanced on implement process of these strategies. It is hoped to give reference effect on future development of BIAM, on successful transformation of R&D organization to strengthen combination science and technology and economics, and also on development of defense R&D organization.This paper was divided into seven chapters.Chapter No.1 Review, The development and situation of enterprises strategy management was reviewed firstly in this chapter. It was thought that the theory of enterprises strategy management could be divided into three phases: management phase based on sale theory, competition phase based on model of industry organization with strategic thought, and key competitive capability phase based on resource-dependant strategic thought. It was then described the background ,the research intent and methods ,the basic train of thought of this paper focusing on hot topics of R&D system reform in China.Chapter No.2 Sample for research of this paper. The history and current situation including scientific fields,facility ,human resource,organization structure and property was simply introduced and prepared as the base for the following analysis and study.Chapter No.3 The effect of macro-environment factors such as policy,law,economics,social culture,science and technology on BIAM was analyzed with PEST, the effect of industry environment factors was analyzed carefully with the model of "five plus one force", it was defined the chance and challenge to BIAM from those environment, and establish the ground for determining of development strategy of BIAM.Chapter No.4 Combinative analysis was carried out on resource of manpower,financial,science and technology,organization, information,natural condition, and analysis on capability of production,competition, R&D ,financial management,marketing management ,cultural construction and adaptability , and the research fields and sectors was analyzed with SWOT matrix, the advantage and disadvantage of BIAMwas then determined Chapter No.5 Based on analysis above, and abiding by the rule of giving free rein to advantage , catching the chance,overcoming disadvantage and avoiding the threaten, with experience and understand on BIAM , the general development strategy was put forward. That is: 1) Oriented by market ,2) Creation as the mean, 3) Innovation engineering as turning point,4) Establishment of continuously enterprise management system, 5) Recomposing and solidifying the fundamental and application fundamental research, 6) Establishment a R&D center as a hatchery of mew products,7) Strengthening the support to industrialization of high and new technology, 8) Transformation BIAM into a combinative organization with three positive interaction functions, those are: fundamental and application fundamental research,development and industrialization function in hi-tech aviation and civil materials and relative research fields in future 5~10 years, a...
