Study On Highway Traffic Emergency Management In Diqing Tibetan Area

As the most common traffic means in China, highways are significant infrastructures for the growth of national economy and the basic conditions of the social development. Since the launch of develop-the-west strategy, China has made remarkable efforts to build all kinds of infrastructures in the middle and western regions. In this way, the building of highways are attached great importance to and, with greatly increased highway mileage open to traffic and more and more upgraded highway grades, are now playing an ever more important role in the local economy. However, the uneven terrain and complicated geological conditions may often frequently cause natural disasters in the broad middle and western regions, which inevitably block the highways and bring threats to the daily travelling of the local people and the local economic and social development. Diqing the Tibetan autonomous prefecture is located in the northwest of Yunnan province and at the joint of Yunnan province, Sichuan province and Tibet Autonomous Region. The complex geological structures and terrain slopes from the north to the south within the prefecture makes highway the major traffic means and thus highways are of great importance to the economic development and social stability. The paper is going to take the emergency management of the highway traffic in the multiple perspectives of ethnic region, economic development and social stability and surely it will promote the theoretical research and academic development on emergency management, particularly promoting the emergency management of highway traffic, national unity, economic development and social development in regions inhabited by Tibetan people.Starting with the emergency management theory, the author systemizes the definition and contents of emergency management. Then the author makes an intensive analysis of the current situations and existing problems in the highway traffic of Diqing Tibetan autonomous prefecture. Based on the comparative analysis, the author introduces some experience both in China and abroad and gives constructive measures and advice suitable for the local needs in the hope of improving the emergency management of the prefecture.With the introduction of the emergency management and analysis of the current situations in this case in Diqing the Tibetan autonomous prefecture, the author gives more importance to the measures and advice to be taken to improve the emergency management as it follows. First, the emergency plan should be revised and the whole plan system should be improved so that they can be effectively carried out. Second, integrate the emergency functions of all departments and improve the emergency management system so as to build a unified and efficient organ for the emergency management. Third, attach more importance to the emergency system research and establishment to improve the emergency system and make sure the emergency management’s orderly operation. Fourth, bring in more investment to intensify the emergency security capability, including the emergency teams, emergency quick-relief equipment, material reserves and management, emergency communication and special funds. Fifth, intensify the comprehensive management, particularly measures on the improvement of the road network and bridges in danger, secured production management system and contain oversize and overload so as to better guarantee the safety on the highways in an all-round way.
