Enhance The Ability Of Public Crisis Management And Countermeasures Research In The Context Of Gannan Tibetan Prefecture

With the deepening of the procress of reform and opening up, China has entered into a critical period of social transformation, and also a crisis-prone period which Seriously challenged our government’s Public crisis management mechanism. How to prevent crisis, respond to crisis, has become a major issue of ourgovemment and the touchstone for testing government’s ruling ability.Due to the unique natural and social environment, the public crisis of the Gannan Tibetan Autonomous Prefecture has more complexity and uniqueness than the mainland provinces. For a long time, under the combined effect of factors in the history and reality, there are some urgent public crisis management issues for the local government to solve. Only effectively enhance the Government’s public crisis management abilities, public crisis management system can be improved and perfected in order to deal with various forms, and the increasing complexity of public crisis better, and also provides a stable and harmonious social environment for long-term development of the Gannan Tibetan Autonomous Prefecture.In this paper, management, political science, public crisis management theory to the country’s public crisis management practice, status and the problems of crisis management in Gannan Tibetan Autonomous Prefecture, using a case-by-case analysis method, combed GannanTibetan Autonomous Prefecture of the public crisis management capabilities constraints, and put forward corresponding countermeasures and suggestions.This paper could be divided into six parts.In the Introduction part, this paper first described the background and significance and followed by domestic and foreign research results were reviewed, and finally proposed the ideas and methods of this study. In the first part, the article first defined all the related concepts, and drew a brief combing of current situation and existing problems of crisis management in our government. The second chapter, this paper reviwed Gannan Tibetan Autonomous Prefecture Government’s public crisis management situation by listing the main characteristics, current status, problems. The third part of this article points at two levels of external administrative environment and the internal administration of the environment, analyzes the constraints of Gannan Tibetan Autonomous Prefecture government in improving public crisis management abilities The fourth part of this paper, on base all the analyse above, put forward eight contermeasures such as improve the legal system effectively, a sound organizational security system in improving the management abilities of the Gannan Tibetan Autonomous Prefecture Government. The last part is the conclusion part of this paper.
