For a long time, Non-profit organizations as the third sector, with the first department which relying on government administrative power and the enterprises which relying on market mechanism, maintaining the normal operation of the society. Every country has a huge potential for development of the non-profit sector, they made great contributions to the development of the country. In recent years, with the joint of government and non-profit organization, we have got significant progress and fruitful achievement. In 2014, China ’s charity donation has exceeded 100 billion yuan, reached 104.6 billion yuan, which increasing 9.64% over last year. Now, with the rapid development of non-profit organization and charitable giving, we pay more and more attention to the charity donation. As the exposure of “Guo meimei incident” in the Red Cross and public lending in Henan soong ching ling foundation, the problem of non-profit organization in charity donation have been shown in our eyes. These incidents fully reflect all kinds of issues in public donation in China, including national policy, the internal governance of non-public organization, fund-raising and flow problems and the lack of the charitable concept.Confronted with this situation, in this paper, by analyzing the existing research results, from nonprofit public welfare donation development as the breakthrough point, using multidisciplinary theory research, the combination of case study and comparative research methods, such as the concept of non-profit organization and public welfare donations made a clearly defined, and from the perspective of autonomy and heteronomy standard builds a general framework of research nonprofit public welfare donation. In terms of autonomy, we must improve the organization’s internal operation mechanism, ruling the financial audit system, enhancing self-discipline and charitable idea. In terms of heteronomy, we must build a good legal policy environment and mechanism of the third-party evaluation, strengthening the social monitoring of nonprofit organization for the purpose of improving the organization’s credibility. Only combining both the autonomy and heteronomy specification, in order to form a nonprofit public welfare donation Only combining the autonomy and the heteronomy, can internal constraints and external restriction mechanism be created for non-profit organizations.
