Research On The Mode Of Endowment Insurance In Xianyang City

At present, China’s social insurance agencies operate basically under a relatively closed mode of "dualistic and four-dimensional management in city and countryside" Along with the economic transformation, the advance of new-type urbanization and the yearly increase of social security system coverage, the contradictions of decentralized management, information resources no sharing, low efficiency, unsmooth management system and inefficiency in service under this management mode are becoming prominent day by day, making it difficult for the social insurance agency service system to match with it. However, the integration mode of social insurance agency makes it possible to integrate the resources efficiently, improve the efficiency and better give play to the functions of a service-oriented government to provide high quality public services to the public. The study on the integration mode of endowment insurance agencies still has theoretical and practical significance to the endowment insurance system.This paper studies the mode of endowment insurance agencies in Xianyang, Shaanxi Province. According to surveys, there are two modes of endowment insurance agencies in Xianyang:the Sanyuan county mode and the Weicheng district mode. To make a comparison between the two modes,19evaluation indexes are designed in this paper to make empirical analysis and comparison between the centralized modes represented by the Sanyuan county mode and the dispersion mode represented by the Weicheng district mode in terms of the running condition of the endowment agencies. The result of comparison of the19evaluation indexes is that the Sanyuan county mode has a higher assessment score overall. Except that the score of development ability index under the Sanyuan county mode is lower than that under the Weicheng district mode, other indexes under the Sanyuan county mode all take the leading positions. This result shows that the Sanyuan county mode is more suitable for the development of endowment agency in Xianyang city. In combination with the practical situation of Xianyang, this paper puts forward implementation path and strategies to accelerate the integration of endowment agencies in Xianyang city.
