An Analysis Of Economic Effect And Promotion Strategies Of Partner Assistance Policy In Xinjiang

From March 29 to 30,2010, a new round of conferences of partner assistance policy in Xinjiang were held in Beijing, the meeting decided that the country will support Xinjiang with the new reconstruction model,requiring the country’s 19 provinces and municipalities to build Xinjiang. Each province needs to establish an effective mechanism to construct Xinjiang with human resource, technology, management and financial assistance. The priority is to protect and improve people’s livelihood, meanwhile to make great efforts to help minority nationalities in Xinjiang to solve the basic problem of employment, education and housing, etc.At the same time, it supports the development of local characteristic industry in Xinjiang to enhance Xinjiang’s own "blood" function. Since the assistance work smoothly starts in Xinjiang, the aid project all goes well, having made remarkable achievement with people’s livelihood construction, industry construction and intelligence construction,etc. While developing rapidly, it also meet some problems.This paper first adopts the measurement of chart analysis method to analyze the difference of the economic development level of Altay region,and from the four aspects:the public investment, industry aid, personnel aid and cross-regional economic cooperation of bilateral government to analyze the economic efficiency of the policy, and also takes Altay area as sampling object with questionnaire and interview method to investigate the evaluation of the economic efficiency of partner assistance policy in Xinjiang and government execution ability.The research results :(1)The difference of economic development level of Altay region is significant,Jimunai County, Green River County are the most backward counties which located on the border,Burqin County, Fuhai County, Habahe County which are adjacent to Altay region are in the middle type,Fuyun County and Altay belong to advanced type;(2)The public investment expenditure shows a significant and positive correlation with the output,the assistance policy makes output increased by an average of about 0.246 percent which obviously promoted the economic growth of Altay region.(3)The degree of association between the secondary industry investment and regional economic growth is 0.8304 which is higher than the correlation of primary industry investment about 0.7952.Therefore, the leading role of the secondary industry to GDP is stronger. But the amount of industry funds is far less than the public projects and human resources,and it is difficult to meet the needs of scale economy of local enterprise;(4)Currently only correlation effect of personne aid really plays an important role to stimulate the economy, multiplier and spillover effect do not work;(5)Economic cooperation makes the benefit degree of Altay region is much greater than Jilin and Heilongjiang province, mainly due to the policy’s positioning of both and Altay region’s economic restriction;(6)Nationality, occupation, income level, area(county and village)difference has a significant impact on the evaluation, the overall evaluation of Kazakh is higher than that of Han and Hui and rural residents is higher than that of urban residents. Most of the urban residents attribute the rising prices in recent years to the policy. Rural residents consider the assistance improve the construction of local education facilities, but medical facilities, infrastructure construction did not change much, especially network construction in rural areas with low penetration rate and slow speed. Teachers and doctors overall consider personnel assistance did not achieve the desired effect, there is defect in the process of execution. The training outside Xinjiang is much more effectively than that in Xinjiang. Self-employed with higher income level consider the assistance subsidies to local farmers and herdsmen as well as the investment projects stimulate the local overall consumption level, their turnover is rising. However, the gender has no significant effect on the evaluation. The public most want to solve the problem:sustained high prices, transportation, employment difficulties, social stability, medical and health, bilingual education.They expect to develop national characteristics industry and establish modern education system of occupation.The overall evaluation of partner assistance policy in Xinjiang is relatively high,most public support this policy.This paper takes Altay area as an example to study economic effect of partner assistance policy in Xinjiang, in order to provide a decision-making reference for the assistance work. According to the result we put forward the corresponding policy recommendations to make the problems effectively resolved.
