Research On Problems And Countermeasures Of The B District Partner Assistance

The Chinese Central Government established partner assistance as a formal national policy in 1979 after years of research and exploration.Under the guidance of the development thought of ‘a game of chess in the whole country’,China has implemented partner assistance in border areas,areas with severe disaster losses,and major projects.The supporter has carried out a wide range of support actions for the recipient in the fields of human,financial and material.After more than 40 years of continuous development and improvement,the partner assistance policy has become an important policy for reducing regional development differences,promoting economic and social development in border areas,strengthening national unity,and maintaining national security and stability.It has produced very significant political economic and social benefits,especially in border areas around the country.Partner assistance also has played a significant role in winning the battle against poverty.It fully demonstrated the superiority and progressiveness of the socialist system.Although the results of partner assistance have been remarkable,there are still many problems which are difficult to solve in partner assistance.Based on the perspective of grassroots work,combined the results and practical experience of partner assitance research in recent years,this article will focus the partner assistance work between B District and C District,center on the partner assistance model in Sichuan Province,use intergovernmental relationship theory,unbalanced development theory,fiscal transfer payment theory,take literature research method,data research method,and survey research methods to analyze the historical evolution and current development of partner assistance work of B District,summarize basic practices and actual performance,and propose the main problems and the reasons of partner assistance.Through the information obtained from the 183 valid questionnaires distributed and recovered to the relevant groups participating in the partner assistance work,it can be seen that the B district partner assitance work has the following problems: support project management is passive and simple,lacks an orderly and efficient organizational structure,and lacks effective evaluation mechanism,etc.The main reasons for these problems include cultural differences between the Tibetan and Han ethnic groups at the cultural level,inefficient management system construction at the institutional level,and imperfect work promotion mechanisms at the institutional level.Combining some of the suggestions in the questionnaire survey and the actual work of the person,I put forward countermeasures and suggestions to strengthen the partner assitance work in B District,including strengthening the concept of partner assistance work,improving the management system of partner assistance work,optimizing and improving the working mechanism of partner assistance work.B District has continuously carried out partner assistance work for 20 years.Many years of assistance has significantly promoted the economic and social development of C district.However,the domestic research data of partner assistance is relatively lacking.Through the exploration and analysis of the implementation of partner assistance policies from the district level,this paper would provide more reference and attention for the further development of partner assistance.
