Civil Servants And Property Declaration System Path Dependence And Promote Countermeasures

In recent years, with the rapid economic development, all kinds of corruption have intensified. Especially the endless corruption of civil servants, not only undermined the normal economic and social order, but also seriously affected the image of the party and the government is not conducive to building a socialist harmonious society in China. Therefore, the strengthening of the norms of conduct and supervision of the civil service, to take effective measures to curb corruption from the source has become the top priority of Chinese anti-corruption work. To declare property system with civil servants is a way to conduct oversight powers and an important symbol of modern political civilization. Establishing the civil service property declaration system is good for maintaining the overall stability of the social transition; promote the building of socialist democratic politics with Chinese characteristics and orderly development of great significance. The legislation of property declaration system is fully in line with our anti-corruption focus on a temporary shift from the general trend of the requirements. At present, the income declaration system in our country has larger defects in content from the system design or the practical implementation. The voice of the establishment of the property declaration system, have reached a broad consensus of society recently. Therefore, study the theory and historical development of declare property system of Chinese civil servants ,draw on the experience of the successful countries, analyze status and path dependence of our property declaration system ,accordingly propose the measures, those are of great significance to property declaration system and anti-corruption process.This paper is divided into five parts.Introductory:briefly introduced the background, meaning topics, a summary of current research status and the innovation of this paper and inadequate. The first chapter:the significance of declare assets of civil servant in our country, and summarizes the history of our property declaration system evolution, and then summarized the status of our current system. The second chapter: compared with the United States, Singapore, South Korea, China Hong Kong and other extra-territorial in property declaration system, and summed up the characteristics of the property declaration system. After that, we elaborated on the significance in China. The third chapter:the path dependence in the property declaration system. We analysis the resistance, defects and obstacles in current system, discuss the reason of the"inertia"in property declaration system. The fourth chapter: give the suggestions in establish and improve the property declaration system of civil servant. Consult with the path dependence and analysis of the situation based on our country, we put forward six measures.
