| The properties declaration system of civil servant refers to a system in which the national civil servant within certain time declares his and family property to state organs that includes declaring his property and explaining its source and receiving censor and supervision from the country, society and civics. From the world to see, the properties declaration system, regarded as "Sunshine Act", plays an important role in the prevention and punishment of corruption, while China still hasn’t set up the properties declaration system of civil servant. It is difficulty progressing even if some places carried on certain trials. This kind of situation does not accord with the requirements of the anti-corruption and falls far behind with systems and general rules of international combating corruption and building a clean government which have maturely been running for many years.Concerning the properties declaration system of civil servant in China, the Party Central Committee and Sate Council used to promulgate relative documents. However, from the actual operation, it is really hard to implement at present and so far no officials corruption problem found because of the properties declaration. Beginning in2009some places began the trial, but difficult to implement in practice to encounter various difficulties, there are many problems in the pilot, how to overcome difficulties to carry out properties declaration system has become a pressing problem rise to political system reform.This paper briefly reviews and analyses the practice of properties declaration system in local governments, describes the problems existing in pilot areas of properties declaration system as systematically as possible, then tries to seize the difficulties of pilots and analyses reasons caused these difficulties is depth, and based on the above analysis puts forward the corresponding countermeasures, system assumption and policy program devise for our country to implement the properties declaration system of civil servant.There are two points about the breakthrough point or innovation point in this paper, namely firstly the paper goes on to systematically analyze the experiences and difficulties of the properties declaration system pilots in our country, obtaining that the biggest difficult to implement the properties declaration system in the round is that the top leadership has not yet declared the property. The second point is the innovation in design of concrete measures, such as on the full implementation of the property declaration system putting forward appropriate and flexible design of "buffer period" which can properly resolve the contradiction and take into account the actual situation of the various aspects, on the legislative form of property declaration proposing to optimize the design of the NPC deputies scale structure, and on the pilot patterns suggesting in accordance with international practice the point of the top leadership "setting an example firstly"As a beginner, the research on the difficulty in the implementation of properties declaration system of civil servant is not very in-depth, proposed specific measures remains immature, therefore this paper still needs further improvement. |
