Demand-oriented Supply Of Rural Public Cultural Service System

China is an agricultural country. The rural areas in China has being the weak link in developing a public cultural service system that covers the whole society, due to the lowness of agricultural production, the lag of rural infrastructure and shortage of public cultural service. Prospering rural culture further, realizing people's fundamental cultural rights in the rural better, accelerating the development of the public cultural service system in the rural has become a strategic task in promoting China's rural reform and development under new circumstance.This article takes the public choice theory, the public goods theory, the new public administration theory, the public services theory and the government and the friendly government discusses as the theory basis, uses research methods like literature research, questionnaire survey and comparative analysis. Based on widely questionnaires, this article has analyzed the present situations of the public cultural service of the people in China's rural. Although the demand of the public cultural service of the people in China's rural is becoming ever increasingly strong, the requirement has been poorly stated or understood. Thus, it is necessary for the government to guide such a cultural demand. On the other hand, the local culture in China's rural is wilting while the demand of modern culture is ever increasing. Therefore, the fact that the increasing demand of cultural service of people in China's rural can not be expressed by demanding information successfully turns to be the basis of the government's policy of providing public cultural service. At present, some problems still exist in the public cultural service in China's rural, such as the lack of multiple guiding policies of cultural supply and suppliers, structural imbalance between supply and demand, and so on; for which the reasons are imperfect cultural system, errors in judgment and the lack of funds.To meet farmers'public cultural requirement and reach farmers'cultural life in the development of the public cultural service in China's rural area, the government should set up a sound demand-oriented public cultural service supply system. This system includes the demand expression mechanism, the supplies decision-making mechanism, the funding invested mechanism, the investment management mechanism, the talented person management mechanism and the inspection incentive mechanism.
