Study On Financial Guarantee Of Equilibrium Supply Of Public Culture Service For Urban And Rural Areas Take Hubei Province As Example

It is an inevitable requirement for the construction of a harmonious socialist society and the development of an advanced socialist culture to build a public service system of culture covering the whole society. Moreover, it is an important means to well develop and realize people’s basic interests and rights of culture. It is of great significance to promote the overall development of people and enhance the cultural quality of the whole nation. As one of the important parts of Chinese public service system, public service system of culture provides quasi-public cultural objects which are necessary for people. Hence, the equilibrium supply of public culture service plays an important part in the construction of public service system of culture. Especially for China, where the construction of public service system of culture is still in initial stage, complete financial guarantee mechanism could effectively promote the construction of public service system of culture. Besides, both theoretical analysis and practical experience indicate that government in transitional period shoulders more responsibility than government of relatively complete market mechanism. Finance, with its irreplaceable function, is an important means for government to fulfill its responsibility, which plays an important part in realizing the basic public cultural service equilibrium supply for urban and rural areas. In a sense, finance is the economic base and guarantee to impel the equalization of basic public cultural service between urban and rural areas. The redistribution of financial policies and the function to stabilize economy determines that finance will exert significant influence in shortening the gap between urban and rural areas and promoting the coordinated development between city and countryside. Therefore, it is of great theoretical significance, practical significance as well as practical value for accelerating the construction of Chinese public service system of culture to study the financial guarantee mechanism of public service system of culture.This paper focused on the disequilibrium supply of public cultural service in Chinese urban and rural areas, which was both the aporia and sally port to realize the basic equilibrium supply of public cultural service across China. After sorting out some relevant conception of public cultural goods and service, the paper made a deep investigation on the reference point of public cultural service equilibrium supply, summarized several major factors affecting equilibrium supply of public cultural service and comparatively analyzed three major international models of public cultural service supply. The paper adopted empirical analysis method based on the reference of those international models to analyze the current situations and issues of basic public cultural service equilibrium supply in Hubei Province. In the end the paper proposed the suggestions on how to choose fiscal expenditure policy which mean to promote equilibrium supply of public cultural service.
